REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 1, 2015 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE APPROVED <br />CONTRACT AWARD TO BEST CONTRACTING 171 As Recommended <br />FOR CORPORATE YARD ROOF RESTORATION ® As <br />Or Amended <br />® Ordinance on 191 Reading <br />(SPEC NO. 15-093) ❑ Ordinance on 2"' n ° Reading <br />(STRATEGIC PLAN NO. 6: 1G, 2A) 177 Implementing Resolution <br />® Set Public Hearing For _ <br />(SURPLUS ALLOCATION UINDING) <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to Best Contracting for roof restoration <br />on Corporate Yard buildings in an amount not to exceed $525,000, subject to non -substantive <br />changes approved by the City Manager and City Attorney. <br />Project is in accordance with the Council approved Surplus Allocation Plan dated October 20, 2015 <br />(see below): <br />Department: <br />Project: <br />I Category: <br />Total Funding: <br />Finance <br />Corporate Yard Roof Restoration & <br />Facilities/Assets <br />$650,000 <br />Facilit Renovations <br />DISCUSSION <br />As a result of the Surplus Allocation for fiscal -year 2014-15, the Finance & Management Services <br />Agency, Building Maintenance Division (Building Maintenance) submitted a prioritized list of deferred <br />capital maintenance projects for Surplus Allocation consideration. During 2014, after evaluating the roof <br />of two Corporate Yard buildings (Public Works Administration at 220 Daisy St. and Central Stores at <br />215 Center St.), the Facilities -Fleet -Central Stores Manager recommended roof restoration with an <br />energy efficient Title 24 coating to extend infrastructure life cycle. These roofs were incorporated and <br />approved as part of the surplus allocation plan. <br />The restoration will include replacing skylights with new dual glazed skylights that meet OSHA fall <br />safety requirements and building code for curb height (flood protection) on the PWA Administration <br />Building. Skylights at the Central Stores facility will be eliminated as a cost saving measure as there is <br />adequate natural illumination from the upper warehouse windows. Re -roofing the facility will reduce <br />maintenance and repair costs, eliminate future service interruptions related to the repair of the roof, and <br />enhance worker safety. <br />2213-1 <br />
