SANTA ANA CLIMATE ACTION PLAN INITIAL STUDY <br />CITY OF SANTA ANA <br />c) A substantial permanent increase in ambient noise levels in the project vicinity above levels <br />existing without the project? <br />Less than Significant Impact. The majority of the measures within the CAP focus on reducing the amount <br />of vehicle miles traveled by providing enhanced access to alternative modes of transportation and <br />encouraging the development of residential nodes near retail and employment nodes. As a result, no <br />permanent increase in local traffic volumes is anticipated. The impact would be less than significant. <br />d) A substantial temporary or periodic increase in ambient noise levels in the project vicinity above <br />levels existing without the project? <br />Less than Significant Impact. Although no permanent increases in ambient noise levels will occur, <br />temporary or periodic increases could occur as a result of consttvction activity. However, the Draft CAP does <br />not encourage or require development of land use projects that would result in substantial amounts of <br />construction noise that would not otherwise occur. However, the exact nature of future construction that <br />could occur is not known at this tune, thus construction noise levels cannot be estimated. Further, all <br />construction activities would be required to comply with the City's noise ordinance and undergo project -level <br />CEQA review to analyze impacts related to noise when more specific project details are lunown. Such <br />compliance would reduce temporary or periodic increases in ambient noise levels. This impact would be less <br />than significant. <br />e) For a project located within an airport land use plan or, where such a plan has not been <br />adopted, within two miles of a public airport or public use airport, would the project expose <br />people residing or worldng in the project area to excessive noise levels? <br />Less than Significant Impact. Southern portions of the City are within the John Wayne Airport Land Use <br />Plan.46 These portions are included within a designated impact zone. The impact zone encompasses a small <br />portion of the City that borders the SR -55 near Dyer Road, which is within the 60 dBA noise level, 47 The City <br />of Santa Ana General Plan Airport Environs Element states that residential uses within the 60 dBA contour <br />should be mitigated to address present and project noise exposure and that residential interior noise levels <br />should not exceed 45 dBA. However, the land within the 60 dBA contour is designated as commercial, <br />industrial, and office land uses within the General Plan.+s In regards to people working in the area and their <br />exposure to excessive noise levels, the Draft CAP proposes measures to encourage residential nodes near <br />retail and employment nodes. Therefore, these land uses could be located near one another and within the <br />noise contours. However, any new residential uses would require noise mitigation consistent with the General <br />Plan element, and no noise incompatibilities would occur.
