6. The City received a total of eight written comment letters during the public review period and evaluated all comments received from the persons or agencies that reviewed the Draft EIR. Pursuant to Section 15088 of the State CEQA Guidelines, the City, as the lead agency for the project, has reviewed all comments received on the document. The City provided written responses to all agencies and members of the public commenting on the Draft EIR at least 10 days prior to the Planning Commission hearing and 30 days prior to certification of the EIR. 7. The City has prepared a Final EIR, consisting of comments and recommendations received during the 45 -day public review and comment period on the Draft EIR, written responses to those comments, and revisions and clarifications to the Draft EIR in response to those comments. For the purposes of this Resolution, the "EIR" shall refer to the Draft EIR, including all of the technical studies and appendices to the Draft EIR, as revised by the Final EIR's revisions, together with the other sections of the Final EIR, including all of the technical studies, attachments and appendices to the Final EIR. 8. Findings of Fact with respect to environmental impacts, including environmental impacts identified in the Final EIR as potentially significant, but which the City finds can be substantially lessened through the imposition of feasible mitigation measures identified in the Final EIR, are described in Exhibit A attached hereto and incorporated herein by this reference. 9. As a result of the environmental analysis, two significant impacts were found from the construction of the proposed project that pertains to air quality and traffic, Accordingly, the City has also prepared a Statement of Overriding Considerations in compliance with Public Resources Code Sections 21081 and CEQA Guidelines Section 15093, which finds that specific economic, legal, social, technological or other benefits of the proposed project outweigh the significant and unavoidable impacts identified in the EIR, as described in Exhibit 6 attached hereto and incorporated herein by this reference, 10. Mitigation measures have also been provided to address potential environmental impacts, with a list of these mitigation measures found within the Mitigation Monitoring and Reporting Program attached hereto as Exhibit C and incorporated herein by this reference.
