of Facts and <br />Mitigation Measure TRA -13: Improvements to intersection No. 22 — Pullman Road at Dyer Road. The <br />eastbound approach of Dyer Road shall be widened and restriped to provide a fourth eastbound through <br />lane. The westbound approach of Dyer Road shall be widened and restriped to provide a fourth <br />westbound through lane. These improvements will require widening on both the north curb and south <br />curb to accommodate the proposed eastbound and westbound through lanes and to align with the existing <br />improvements on Dyer Road that are located from the east side of the railroad tracks to Red Hill Avenue, <br />which could be restriped to accommodate four through lanes in each direction for build out conditions. <br />Mitigation Measure TRA -14: Improvements to intersection No, 27 — Red Hill Avenue at Alton <br />Parkway. The northbound approach of Red Hill Avenue shall be widened and restriped to provide an <br />exclusive northbound right -tan lane. The southbound approach of Red Hill Avenue shall be widened and <br />restriped to provide an exclusive southbound right -turn lane. The eastbound approach of Alton Parkway <br />shall be widened and restriped to provide a second eastbound left -turn lane. The westbound approach of <br />Alton Parkway shall be widened and restriped to provide a second westbound through lane and a <br />westbound free right -turn lane. These improvements are subject to the approval of the City of Irvine. <br />Mitigation Measure TRA -19: Improvements to intersection No. 30 — Main Street at MacArthur <br />Boulevard in Santa Ana. The existing traffic signal shall be modified to include a southbound right -turn <br />overlap. <br />Mitigation Measure TRA -16: Improvements to intersection No. 19 — Hotel Terrace /SR 55 Southbound <br />Ramps at Dyer Road. The existing traffic signal shall be modified to provide pedestrian push buttons <br />along Dyer Road with a median modification on the west leg of the intersection to provide for a 6 foot <br />pedestrian refuge area per Caltrans requirements, the City of Santa Ana and /or California Manual on <br />Uniform Traffic Control Devices. The installation of this improvement is subject to the approval of <br />Caltrans. <br />Mitigation Measure TRA -17: Iinprovernents to intersection No. 7 — Auto Mall Drive /SR 55 Southbound <br />Ramps at Edinger Avenue. The existing traffic signal shall be modified to provide a northbound right -tuna <br />overlap and pedestrian push buttons along Edinger Avenue. In addition, a median modification shall be <br />implemented on the west leg of the intersection to provide for a 6 foot pedestrian refuge area per Caltrans <br />requirements, the City of Santa Ana Standard Design Guidelines and/or California Manual on Uniform <br />Traffic Control Devices. The installation of this improvement is subject to the approval of Caltrans, <br />B. Findings <br />The City finds that: <br />Operational Traffic generated by the project would exceed applicable levels of service criteria and <br />thresholds of significance at several intersections and roadway locations and would result in both project <br />level and cumulatively considerable significant and unavoidable impacts. Intersection and roadway <br />improvements that would reduce these impacts are identified in Mitigation Measures TRA -1 through <br />TRA -17. However, several of the mitigation measures are not within the control of the City of Santa Ana <br />to implement. Thus, and implementation of several improvements cannot be guaranteed. As a result, the <br />traffic impacted locations that are outside of the City of Santa Ana's jurisdiction are significant and <br />unavoidable. <br />The Herded.
