C. MINOR EXCEPTION NO. 2015 -03 <br />David Berri is requesting a minor exception for a reduction of parking to allow a <br />restaurant within a tenant space at 2110 South Main Street in the Commercial South <br />Main (CSM) zoning district. <br />MOTION: Confirm the Zoning Administrator's action approving Minor <br />Exception No. 2015 -03 as conditioned. <br />* * * END OF CONSENT CALENDAR * * * <br />BUSINESS CALENDAR <br />COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED <br />PROJECTS): - None <br />PUBLIC HEARINGS <br />1. CONDITIONAL USE PERMIT NO. 2015 -19 <br />(Applicant: Knife & Glass) <br />Legal notice published in the Orange County Reporter on December 1, 2015 and <br />notices mailed December 2, 2015. <br />A project overview was provided by Ali Pezeshkpour, <br />Assistant Planner I. Chairman Gartner opened the public hearing. The applicant <br />(Michael Cho) answered questions and spoke in support of the project. Marco Bello <br />spoke in opposition of the project citing concerns with lack of neighborhood parking <br />availability. Venancio Chavez, president of the French Park Plaza Homeowners <br />Association, spoke in opposition of the project citing concerns with traffic and having <br />an alcohol license in close proximity to residences, schools and churches. Mr. <br />Chavez presented a petition signed by approximately 450 residents and local church <br />parishioners in opposition of the project for the same reasons previously stated. <br />Sean Coolidge spoke in support of the project citing the amenity this would provide <br />to the neighborhood. Jose Leal, president of the Lacy Neighborhood Association, <br />stated concerns residents have with an ABC license in their neighborhood and <br />requested additional outreach to be provided by the applicant.
