10(l17VAZQUEZ, ,, <br />Charissa McAfee will assist in the review of the City's Source Reduction and Recycling <br />Element, the City's Household Hazardous Waste Element, the City's Non -Disposal Facilities <br />Element, and all applicable laws related to solid waste, including the City's Integrated Waste <br />Management Ordinance and Municipal Code. She will lead the collection of community data <br />on solid waste service levels through surveys, questionnaires and meetings with <br />homeowners and business representatives. She will compile all reviews and data collection <br />and participate in the development of new service specifications with a focus on compliance <br />with all Elements and applicable laws. <br />Larry McQuaide will assist in the collection and analysis of community data and the <br />evaluation of the financial implications of potential program and service levels. <br />Negotiation of Extension or New Agreement with Current Services Provider <br />• Joe Sloan, Enrique Vazquez and Charissa McAfee, in consultation with City staff and the <br />City Attorney's office, will negotiate an extension or new agreement with the current services <br />provider, ensuring the achievement of the new service specifications at the greatest value <br />for the City of Santa Ana and its homeowners and businesses. <br />• Joe Sloan will focus on operational and programmatic feasibility, City diversion and <br />environmental requirements, and the implementation of available and emerging solid waste <br />and recycling programs and technologies. <br />• Enrique Vazquez will focus on financial feasibility and ensuring the achievement of overall <br />contract value. <br />Charissa McAfee will focus on ensuring the alignment of the new or extended agreement <br />with the program and service levels established by City Council, She will also ensure that <br />the new or extended agreement achieves compliance with the Elements and applicable law <br />and fully delineates all negotiated programs, services and deliverables. <br />Larry McQuaide will participate in the financial analysis during the negotiation of the new or <br />extended agreement. <br />Part Three. Request for Proposal Process Management <br />Development of New Service Specifications <br />Please see "Development of New Service Specifications' under Part Two, as the Project Tearn <br />roles and responsibilities for the development of new service specifications in Part Three will be <br />the same as under Part Two. <br />Development of RFP, Evaluation of Proposals and Firms, and Final Contract Negotiations <br />Joe Sloan, Enrique Vazquez and Charissa McAfee, in consultation with City staff and the <br />City Attorney's office, will develop the RFP for Santa Ana Solid Waste Management <br />Services, ensuring the achievement of the new service specifications at the greatest value <br />for the City of Santa Ana and its homeowners and businesses. They will prepare the RFP <br />and Draft Agreement, conduct a Bidder's Conference, answer written questions, prepare <br />RFP addenda, prepare evaluation and scoring tools, conduct the evaluation, present to City <br />Council and conduct final negotiations. <br />Joe Sloan will participate in the development of the RFP, ensuring all process components <br />and timelines meet City staff expectations.
