UNDERSTANDING OF NEED <br />Part One: Bate Evaluation and Solid Waste Program Analysis <br />1.1 Rate Evaluation <br />1.1.1 Sloan Vazquez will Survey the rates and identify services provided in the following waste <br />hauling contracts: the cities of Anaheim, Fullerton, Garden Grove, Huntington Beach, Irvine, <br />Lake Forest, Mission Viejo, Orange, Santa Ana, Westminster, and the Orange County <br />unincorporated areas. <br />Task 1: Sloan Vazquez will obtain contracts, rate sheets and other relevant data for <br />each of the cities and Orange County unincorporated areas. <br />The firm currently has a number of the required documents on file, and to expedite the <br />process, will initiate necessary document requests upon notice of award of consulting <br />contract. <br />Task 2: Sloan Vazquez will compile rates, fees, required services and programs. Where <br />possible, relevant operational infrastructure and approach, diversion programs, systems <br />and resources, and diversion rates. <br />Additionally, environmental requirements, community involvement requirements and <br />other contractual benefits will be compiled. <br />Task 3: Using the firm's proprietary proforma, which was developed to conduct in-depth, <br />value -based assessments and comparisons of contract values, Sloan Vazquez perform <br />a financial analysis of the contracts to estimate and attribute value of each and all <br />program components. <br />Sloan Vazquez' first-hand understanding of operational differences and ability to <br />differentiate real versus perceived value, and evaluate the impact of any unique service <br />requirements or challenges. <br />Task 4: The Rate Evaluation findings, along with the Item 1.2: Solid Waste Program <br />Analysis findings will be compiled into a presentation for the City. <br />This presentation will serve as the foundation for formulating the new service <br />specifications described in Part 2 and Part 3, providing valuable strategic insight into <br />current regional service offerings, the value and impact of various programs and <br />services, the anticipated impact of industry trends, technologies and regulations, and the <br />associated pricing impacts and expected return on investment of preferred service <br />specifications. <br />1,2 Solid Waste Program Analysis <br />1.2.1 Sloan Vazquez will advise City on the latest solid waste and recycling trends. <br />Task 5: We will use our extensive, first-hand knowledge and observations, as well as <br />industry data and documentation, to debrief the City on trends. <br />Proper ed for the City of Santa And Propose) for Solid Waste Consulting Services <br />September 29, 2015 <br />
