SCHEDULE <br />Sloan Vazquez, as a firm and as designated City of Santa Ana project team members, have the <br />schedule availability and capacity to fully complete the described tasks within the proposed <br />timeframes. Our firm has a proven track record of successfully completing scopes of work and <br />meeting deadlines. We have the experience to understand the time and resources necessary to <br />effectively conduct the work described in this proposal, and the ability and bandwidth necessary <br />to provide the City of Santa Ana the dedicated, professional consulting services required to <br />achieve the City's goals. <br />Fust One <br />Sloan Vazquez anticipated completing the Part One Tasks within 60-90 days. Sloan Vazquez <br />has the resources and experience necessary to go beyond rates and service listings to evaluate <br />the value of each contract component and provide a thorough report comparing program and <br />service levels, diversion results and the overall value of the contract in each of the listed <br />municipalities. <br />Part Two <br />Sloan Vazquez anticipates completing Part Two tasks within 90 days. Part Two has been <br />divided into two main components: development of the City of Santa Ana's service <br />specifications and the extension or renegotiation of the current contract. The development of the <br />service specifications is a critical milestone within this overall project. The specifications, which <br />are built on the foundation of the rate studies and research, and then customized to the City of <br />Santa Ana's specific needs through feedback from City Council, homeowners, business <br />representatives and other stakeholders, serve as the guiding document for <br />extension/renegotiation requirements or the development of an RFP and draft agreement. If <br />Part One and Part Two Service Specifications are completed concurrently, there are <br />opportunities to reduce the total amount of time required for these portions of the project. <br />Part Three <br />Sloan Vazquez anticipates completing Part Three tasks in five to six months. Combined, Part <br />One and Part Three tasks would require approximately nine months to complete. The extensive <br />research and data collection and thorough preparation of the City's service specifications <br />significantly reduce the amount of time required to prepare an RFP, as most, if not all, key <br />components have been identified and selected. The RFP process management schedule <br />reflects the standard time frames used in RFPs, allowing proposers to review the RFP and draft <br />agreement, participate in a Proposers' conference, submit written questions, and finally to <br />submit an RFP. The evaluation typically requires 30 days, and the finalization of proposer <br />selection and final negotiations can occur soon after, depending on City Council meeting <br />schedules and availability. <br />Overviews of the proposed schedules for Parts 1-3 of the project are provided in the tables <br />below.
