Award a contract to ND Construction Company, Inc., the lowest responsible bidder, in <br />accordance with the base bid plus additive alternates 1 and 2, in the amount of $1,066,446 <br />for the construction of Safe Transit Stops, and authorize the City Manager and Clerk of the <br />Council to execute contract, subject to nonsubstantive changes approved by the City <br />Manager and City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated project delivery cost of $1,439,702, <br />which includes the contract base amount, administration, inspection, testing, and an <br />authorized contract contingency of 20 percent in the amount of $213,290. <br />DISCUSSION <br />The Public Works Agency was successful in obtaining a grant from the Orange County <br />Transportation Authority (OCTA) Measure M2 Comprehensive Transportation Funding Program - <br />Project W Program. This grant funds bus passenger amenities at the 100 busiest bus stops in <br />Orange County. The funding approved for Santa Ana is for 29 OCTA -identified locations that do <br />not currently have bus shelters (Exhibit 1). In addition to constructing bus shelters at these <br />locations, grant funds will also cover the cost of shelter lighting, benches, trash receptacles, and <br />related concrete repairs. OCTA requires award of a construction contract by June 30, 2016. <br />Two concepts were presented to and approved by the Development and Transportation Council <br />Committee on February 11, 2016. The first concept will serve as the prototype for the majority of <br />installations, while the second will offer a more distinctive look, and are to be installed at four to <br />five high visibility locations. <br />
