Agreement Number:_ <br />AGREEMENT FOR TRANSFER OR PURCHASE OF EQUIPMENT/SERVICES OR FOR <br />REIMBURSEMENT OF TRAINING COSTS <br />FOR FY2015 URBAN AREAS SECURITY INITIATIVE (UASI) <br />BETWEEN <br />THE CITY OF SANTA ANA <br />AND CITY OF LA PALMA <br />THIS AGREEMENT is made and entered into this 18th day of November, 2015, by and <br />between the CITY OF SANTA ANA, a municipal corporation (the "CITY"), and CITY OF LA <br />PALMA (the "SUB -RECIPIENT" or "Contractor"). <br />WITNESSETH <br />WHEREAS, CITY, acting through the Santa Ana Police Department in its <br />capacity as a Core City for the Anaheim/Santa Ana Urban Area under the FY15 Urban <br />Areas Security Initiative, has applied for, received and accepted a grant entitled "FY <br />2015 Urban Areas Security Initiative" from the federal Department Of Homeland <br />Security(DHS) Federal Emergency Management Agency (FEMA), through the State of <br />California Governor's Office of Emergency Services (CaIOES), to enhance countywide <br />emergency preparedness (the "grant"), as set forth in the grant guidelines and <br />assurances that are incorporated to this Agreement by reference and located at: <br />"U.S. Department of Homeland Security "Fiscal Year 2015 Homeland Security Grant <br />Program (HSGP) Notice of Funding Opportunity (NOFO)" <br />http://www.fe ma.gov/media-I i b ra ry-data/1429291822887- <br />7f203c9296fde6160b727475532c7796/FY2015HSGP NOFO v3pdf <br />California Governor's Office of Emergency Services "FY2015 Homeland Security Grant <br />Program: California Supplement to Federal Program Guidance and Application Kit" <br />http://www.caloes.ca.gov/GrantsMa nagementSite/Documents/FY%202015 <br />%20HSGP%20State%20Gu dance. pdf <br />Copies of the grant guidelines shall be retained in the Anaheim/Santa Ana Grant <br />Office. <br />WHEREAS, this financial assistance is administered by the CITY OF SANTA <br />ANA ("CITY") and is overseen by the California Governor's Office of Emergency <br />Services ("Cal-OES"); and <br />WHEREAS, this financial assistance is being provided to address the unique <br />equipment, training, planning, and exercise needs of large urban areas, and to assist <br />them in building an enhanced and sustainable capacity to prevent, respond to, and <br />recover from threats or acts of terrorism; and <br />
