The General Account serves as the concentration account for disbursements and deposits. <br />The City pools the Worker's Compensation, Payroll, Accounts Payable, and Housing Agency <br />into one general account. However, separate independent prefix check numbers are <br />maintained for each of the above. A separate account is required for the City's Housing <br />Agency which is set up as a Zero Balance Account (ZBA) into the pooled account. A <br />separate account is required for the City's Jail Commissary Account, with full services <br />needed. A separate account is required for the City's Flex Benefit Spending Account with <br />ACH services. Two separate accounts are currently required for the City's Successor Agency <br />Tax Allocation Bonds with wire and book transfer services, but effective January 1, 2017, <br />these funds will be fully transferred to fiscal agent(s). <br />The City currently uses Lawson Financial Accounting software for its general ledger, <br />accounts payable, budgeting and accounts receivable. The City utilizes System Innovators, <br />Inc. software, iNovah Cashier, for its cash receipting throughout the City including City Hall, <br />Police Department and the City's Zoo. Over - the - counter checks are scanned through <br />iNovah to create a daily Image Cash Letter (ICL) file for bank transmission. All other checks <br />are processed through remittance processor equipment using Aqurit software to create a <br />daily ICL file for bank transmission. In addition, departments utilize specialized software for <br />their department's functions which issue checks and create positive pay files for bank <br />transmissions. Payroll uses Highl-ine ePersonality, Housing Authority uses Yardi, Personnel <br />Service's Worker's Compensation Unit uses Ventiv Tech, and the City's Jail Commissary uses <br />Aramark Core software. <br />11. SELECTION PROCESS <br />A. Selection Process. After the submittal deadline has passed, a selected committee <br />comprised of staff from pertinent City departments will review and rate each proposal <br />received and make a selection according to which financial banking institution best meets <br />the City of Santa Ana's requirements and needs. Interviews /demonstrations may or may <br />not be conducted with the top ranked respondents and considered in the selection. The City <br />will enter into a Banking Services Agreement with the top ranked financial banking <br />institution after City Council authorization. <br />The City of Santa Ana reserves the right to reject any and all proposals. The City <br />also reserves the right to waive any minor irregularities or request any institution <br />submitting a proposal to clarify its proposal or to supply additional material deemed <br />necessary to assist in the selection of a banking institution, and to modify or alter any or all <br />of the requirements herein. In the event that the proposal guidelines change materially, all <br />respondents who submit a proposal will be given an opportunity to modify their proposal in <br />the specific areas that are impacted. <br />B. Evaluation Criteria. The proposals will be evaluated and ranked based upon the criteria <br />provided in Attachment 10 — Proposal Rating Form which includes: (1) Qualifications, <br />(2) Experience, (3) Client References; (4) Proposed Scope of Services and Time of <br />Performance, and (5) Cost of Providing Services.
