Upon receipt of offerings by the City of Santa Ana, each responding Financial Banking <br />Institution shall be presumed to be thoroughly familiar with all requirements of this offering. <br />The failure or omission to examine any form, instrument or document shall in no way <br />relieve financial banking institution from any obligation with respect to its offering. <br />Modifications to the RFP <br />1. Changes to this RFP shall be made only by formal written amendment(s) issued by <br />the City of Santa Ana which shall be labeled "Addenda" and which shall be numbered <br />sequentially and dated. <br />2. Any and all addenda issued by the City shall be considered a part of the <br />specifications submitted to the Financial Banking Institution for preparation of their <br />proposals and should be addressed by the Financial Banking Institution in its <br />response. <br />Cost of Preparation of Offering <br />This RFP does not commit the City to pay costs incurred in preparation of a response. All <br />costs incurred in the preparation of the proposal, the submission of additional information, <br />negotiations with City, and /or any other aspect of a proposal prior to award of a written <br />agreement will be borne by the Proposer. The City reserves the right to accept or reject the <br />combined or separate components of this proposal in part or in its entirety or to waive any <br />informality or technical defect in the proposal. <br />Confidentiality of Documents <br />All documents submitted as part of the Financial Banking Institution's offering will be <br />deemed confidential during the evaluation process. Financial Banking Institution offerings <br />will not be available for review by anyone other than the assigned evaluators. Subsequent <br />to the awarding of the agreement, all offerings become public documents and are available <br />for public viewing upon written request. <br />Notification of Withdrawal of Proposal <br />Proposals may be modified or withdrawn prior to the date and time specified for proposal <br />submission by an authorized representative of the Financial Banking Institution by formal <br />written notice.
