FOR PARKING <br />CITATION PROCESSING <br />SERVICES (STRATEGIC <br />PLAN GOAL NO. 1, 5) <br />i <br />CITA4ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2n' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute a three-year agreement with <br />Data Ticket Inc. for automated parking citation processing services, for the period of February 7, <br />2017 through February 6, 2020, with the option to extend the agreement for two additional one- <br />year extensions, in the amount of $805,431, plus an additional 10% contingency of $80,544, in <br />the amount of $885,975 subject to non -substantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />On September 22, 2016, the Police Department issued a Request For Proposals (RFP #16-116) <br />for automated parking citation processing services. On October 4, 2016, a pre -proposal meeting <br />was conducted and on October 27, 2016 the City received proposals from five vendors. Data <br />Ticket Inc., Phoenix Group, Duncan Solutions, T2 Systems, and Turbo Data each submitted <br />proposals for consideration. An evaluation committee consisting of representatives from Police <br />Department Traffic Division and the Police Department Information Services Section reviewed <br />and rated the five proposals. The proposals were evaluated based on the evaluation criteria <br />listed in the RFP, including Responsiveness to RFP (30%), Experience of Firm and Personnel <br />(30%), and Cost of Proposal (40%). <br />The proposals from Duncan Solutions and T2 Systems did not score a minimum of 70% on the <br />initial evaluation and were not invited to an interview.
