12 . It is stated that rates are to be proposed for three periods <br /> i.e. page 39 . It is also stated that compensation adjustments <br /> shall be effective July of each year of the contract (P. 40) . <br /> Should then our rate for the second year July 1, 194 to June 30 195 <br /> be independent of the compensation adjustment or should the <br /> anticipated compensation be included in that second year rate? <br /> The rates proposed for the second year beginning July 1, 1994 <br /> should not include any anticipated adjustments for CPI or PPI as <br /> stipulated in the RFP G. 5. The proposed rates will be adjusted <br /> based on changes to the. CPI and PPI effective July 1, 1994 . <br /> 13 . Will contractor be allowed to bill for additional service <br /> capacity at apartments when ordinances are changed? RFP Item B.2 . 3 <br /> Yes, contractor will be allowed to bill for additional services <br /> once the City has made the determination that additional capacity <br /> is required at a given location. The City' s municipal code <br /> requires a minimum of 1/2 cubic yards of bin capacity per multi- <br /> family dwelling unit. The ordinance change, once approved, will <br /> require additional bin capacity in order to eliminate overflowing <br /> conditions. <br /> 14 . Are annual City generated disposal tonnages available for the <br /> previous 4 or 5 years? <br /> No, the City does not have annual City generated disposal tonnages <br /> for the previous four or five years. Based on payment records, <br /> however, tonnages have been estimated for the FY 91-92 fiscal year <br /> (see question #35) . <br /> 15 . Are separate collection vehicles for recyclables absolutely <br /> out of the question? <br /> Yes , separate collection vehicles for recyclables are out of the <br /> question. The City will require the use of one collection vehicle <br /> to collect both commingled and source separated yard waste and <br /> newspapers . <br /> 16 . Is the contractor responsible for monitoring yard waste <br /> disposal compliance? How much enforcement will the City do? <br /> Yes, the Contractor shall be responsible for monitoring yard waste <br /> disposal compliance. In the event a customer is not bagging yard <br /> waste separately or properly, the contractor will be required to <br /> notify City staff so that enforcement action can be taken. <br />
