C. SANTA ANA MRF IMPLEMENTATION <br /> The following Santa Ana Material Recovery Facility Master Implementation schedule <br /> outlines the steps required and their timing to enable the facility to be fully operational <br /> prior to July 1, 1994. The Santa Ana MRF is central to and the cornerstone of a <br /> successful long-term recovery program for the City. Great Western will provide for <br /> alternate processing as discussed in Section II in the event there are delays in the start-up <br /> of this facility. <br /> The Santa Ana Material Recovery Facility will require permitting, extensive modification, <br /> construction and equipment procurement and installation at the former Kerr Glass site, <br /> hiring of personnel, contracting with vendors for support services and initial <br /> announcements and publicity. In conducting preliminary planning for this facility, Great <br /> Western Reclamation met with staff from the City of Santa Ana to determine how to <br /> proceed to our mutual benefit. <br /> We met with staff from the Division of Employment Services and the Santa Ana <br /> Economic Development Corporation to gain an understanding of the City's goals and <br /> desires for economic and employment growth in Santa Ana. Information on existing City <br /> programs is provided as Appendix F. As we understand it, the goals of the City, working <br /> in tandem with the Private Industry Council, are as follows. <br /> • Improve the quality of life for those living and working in the <br /> City. <br /> • Develop public-private partnerships for training and employing <br /> Santa Ana residents. <br /> • Foster economic growth in Santa Ana through increased <br /> business development and employment. <br /> • Improve work force productivity. <br /> • Assist economically disadvantaged or hard to hire persons in <br /> obtaining and keeping private sector work. <br /> • Reduce family dependency on public funds. <br /> 6 <br />
