Providing a Comprehensive Menu of Services: In order to address the needs of business in distress, the local boards will provide <br />the following as part of our strategic layoff aversion strategy: <br />✓ . Conducting individual needs assessment of companies "business retention" needs <br />✓ Assistance with securing tax credits, incentives and cost containment programs <br />✓ Coordination of utility and technology services <br />✓ Assistance in accessing public financing programs (local, state and federal) and Industrial Development Bonds <br />✓ Identification of traditional financing opportunities <br />✓ Coordination of funding sources, such as the California Employment Training Panel program, that are well suited to <br />providing skills upgrades and retraining of incumbent workers; <br />✓ Coordinating with educational and job training institutions to satisfy the precise skills needs or one or more businesses <br />✓ Training (including both traditional and work -based models) for current employees and new workers to make the <br />business better able to compete <br />An example of local layoff aversion strategies in action is a partnership with the California Manufacturers Technology Consulting <br />(CMTC). On behalf of the local boards, the organization links the existing network of business assistance providers In Orange <br />County to local manufacturers, raising awareness of available resources and providing layoff aversion Implementation services. <br />These services have been provided to 15 at -risk Orange County manufacturers that planned to lay -off workers, and it is <br />estimated that 165+ jobs were saved as the results of these efforts. CMTC follows a standard 7 -step plan developed under <br />partnership, which was cited as a best practice in the U.S. GAO publication "Collaborations between Workforce Boards & <br />Employers Helped Meet Local Needs ". <br />3Eiv. Youth Employment and Training Activities <br />DECLARATION: The local boards serve Orange County at -risk youth through in- school and out -of- school WIOA Young Adult <br />Programs. Services delivered to youth include, but are not limited to the WIOA 14 Elements: <br />1. Tutoring, study skills training, instruction and evidence -based dropout prevention and recovery strategies <br />2. Alternative secondary school services, or dropout recovery services, as appropriate <br />3. Paid & unpaid work experiences with academic and occupational education as a component of the work experience <br />4, Occupational skills training <br />5. Education offered concurrently with and in the same context as workforce preparation activities and training for a <br />specific occupation or occupational cluster <br />6. Leadership development opportunities <br />7. Supportive services <br />8. Adult mentoring <br />9. Follow -up services for no less than 12 months after the completion of participation <br />10. Comprehensive guidance and counseling <br />11. Financial literacy education <br />12. Entrepreneurial skills training <br />13. Services that provide labor market and employment information about in- demand industry sectors or occupations <br />available in Orange County <br />14. Activities that help youth prepare for and transition to post- secondary education and training <br />STRATEGY: While Orange County's WIOA eligible youth population faces a wide range of barriers to employment and <br />educational attainment due to background and circumstances, their characteristics are broadly representative of those of WIOA <br />eligible youth throughout the state.
