REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 18, 2017 <br />TITLE: <br />AGREEMENT FOR ON -CALL RIGHT- <br />OF-WAY COORDINATING SERVICES <br />ON GRANT -FUNDED PROJECTS <br />(NON -GENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1G) <br />TY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2" Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with HDR <br />Engineering, Inc., to perform on -call right-of-way coordinating services for a three-year term <br />beginning April 18, 2017, and ending April 17, 2020, with provisions for one, two-year renewal <br />option exercisable by the City Manager and City Attorney, for a total not -to -exceed amount of <br />$500,000, subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Right-of-way coordinating services will be utilized to advance projects in the approved Capital <br />Improvement Program, including Bristol Improvement Phases 3A, 3B and 4, and the Warner <br />Avenue Improvements project. These on -call services will support City staff in the day-to-day <br />oversight of right-of-way tasks, such as deed research and cost estimates for all Public Works <br />projects; reviewing existing leases, licenses, franchises, easements, permits, and other <br />agreements; and providing property appraisal services for property acquisitions. <br />On December 1, 2016, the Public Works Agency released a Request for Proposals (RFP) to <br />qualified consulting firms to provide on -call right-of-way coordinating services. The RFP was also <br />posted on the City website. Two proposals were received for Right -of -Way Coordinating <br />Services, and both were deemed responsive. These proposals were evaluated by personnel <br />from the Public Works Agency and the City Attorney's Office. Each firm was rated according to <br />its qualifications, experience, capacity to perform the required work, and proposed cost and <br />pricing data.
