MINORITY OUTREACH PROGRAM - As a participating jurisdiction, the City'is also required to adopt certain affirmative steps to ensure maximum feasible participation iso HOME and CDBO-funded projects by minority business enterprises, women's business en' terprises, labor surplus area firms and other small businesses.
