2. That the proposed use will not, under the circumstances of the <br />particular case, be detrimental to the health, safety, or general <br />welfare of persons residing or working in the vicinity. <br />The child care facility will not be detrimental to the health, <br />safety, or general welfare of persons residing or working in <br />the vicinity but will instead provide a supportive learning <br />environment for children ages 2 to 5. The expansion of the <br />existing facility will thus increase the safety and welfare of <br />children in the surrounding community. Additionally, the <br />proposed conditions of approval will ensure that the use will <br />not create any new negative or adverse impacts. <br />3. That the proposed use will not adversely affect the present economic <br />stability or future economic development of properties surrounding <br />the area. <br />The project will not affect the present economic stability or <br />future economic development of properties surrounding the <br />area. The improvements to be made to the site will identify <br />the area as one ready for continued investment, thus <br />enhancing the economic viability of the area. <br />4. That the proposed use will comply with the regulations and <br />conditions specified in Chapter 41 for such use. <br />The proposed expansion of the existing child care facility will <br />be in compliance with all applicable regulations and <br />standards found in Chapter 41 of the Santa Ana Municipal <br />Code regarding child care facilities. Conditions of approval <br />will ensure the project remains in compliance with all <br />applicable codes and regulations for a child care use and <br />ensure the use does not impact neighboring properties or <br />create an attractive nuisance. <br />5. That the proposed use will not adversely affect the General Plan of <br />the city or any specific plan applicable to the area of the proposed <br />use. <br />The proposed use will not adversely affect the General Plan. <br />The granting of this conditional use permit supports several <br />policies contained in the General Plan. Policy 1.8 encourages <br />the development of nonprofit services, Policy 3.1 supports <br />development which provides a positive contribution to <br />neighborhood character and identity, and Policy 5.5 <br />encourages development that is compatible with and <br />supporting of surrounding land uses. <br />Resolution No. 2017-13 <br />Page 2 of 6 <br />
