Holman Capital Corporation <br />25201 Paseo de Alicia, Suite 290 <br />Laguna Hills, CA 92653 <br />EXHIBIT D <br />ESSENTIAL USE CERTIFICATE <br />June 15, 2017 <br />Re: Equipment Lease -Purchase Agreement dated June 15, 2017 <br />I, Cynthia Kurtz, the Interim City Manager of the City of Santa Ana, as lessee (the "Lessee'), am qualified <br />to answer the questions set forth below regarding the Equipment to be acquired by Lessee in connection <br />with the above -referenced Lease Agreement: <br />What is the specific use of the Equipment? <br />Financing of the Partnership Costs owed to the County of Orange would allow the City and its recently <br />purchased equipment to access the 800 MHz communication system and improve the reliability of <br />communication related to any public safety incidents within the county or in the event of a natural disaster. <br />Equipment used under the 800 MHz system is used for radio communications by the Police and Fire <br />Agencies for emergency and non -emergency daily operations, special events, and inter -agency <br />communications during mutual aid situations and potentially catastrophic events. It provides the same <br />interoperable capabilities for Public Works and Lifeguard Agencies, as well. The use of the 800 MHz <br />Countywide Coordinated Communications System (CCCS) is achieved through a Partnership with Orange <br />County Police, Fire, Public Works and Lifeguard Agencies. <br />2. What increased capabilities will the Equipment provide? <br />The Orange County 800 MHz CCCS services communications and interoperability requirements of all <br />County and City Public Safety agencies in Orange County. The existing system is outdated, and to extend <br />the useful service life of the system a systematic replacement of critical infrastructure and electric <br />equipment is required. Replacement and/or upgrades to both hardware and software will be required to <br />maintain a state-of-the-art system and to extend the life of this valuable infrastructure. The system will <br />provide the same quality capabilities with Next Generation technology that helps agencies provide for the <br />safety and well-being of their communities. <br />3. LVhy is the Equipment essential to your ability to deliver governmental services? <br />Financing of the Partnership Costs owed to the County of Orange would allow the City and its recently <br />purchased equipment to access the 800 MHz communication system and improve the reliability of <br />communication related to any public safety incidents within the county or in the event of a natural disaster. <br />The 800 MHz CCCS provides critical interoperable communication needs for all Police, Fire, Public Works <br />and Lifeguard Agencies during normal operations, and in the event of a natural disaster. Maintaining state- <br />of-the-art radio communication technology is essential to the efforts of community safety. <br />4. Does the Equipment replace existing equipment?
