OCTA I July 2016 r�� <br />VIASupplement J <br />Minor Design Modifications <br />The minor design modifications that have been determined to potentially affect visual <br />resources and require further evaluation in this memo are described below: <br />• A Concrete Box Girder bridge instead of a Tied -Arch bridge at Westminster <br />Avenue; <br />• A double track bridge instead of a single track bridge across the Santa Ana River <br />(SAR). The position of the bridge would be north instead of south of the existing <br />historic bridge location; <br />• Addition of a bridge span on the west bank of the SAR, behind an existing levee to <br />accommodate an undercrossing for the SAR Trail and Bikeway (and Orange <br />County Flood Control District (OCFCD) maintenance road). The profile of the trail <br />and maintenance road would be modified to facilitate the grade separation; <br />• Relocation of the traction power substations (TPSS) to the PE ROW and publically <br />owned properties and reducing the number of TPSS from six to four; and, <br />• Change from single contact wire in the PE ROW to a two -wire catenary to enhance <br />operations at higher speed. <br />Supplemental Visual Impact Analysis <br />The 2012 Visual Impact Assessment that was included in Appendix E of the 2015 ENEIR <br />organized the project into three segments for purposes of evaluating potential visual <br />impacts. These segments consisted of Segment 1: PE ROW, Segment 2: Flower to Raitt <br />Street, and Segment 3: Flower to Santa Ana Regional Transit Center (See Figure 1, EA <br />Alignment Segments for Visual Impact Assessment). The segments were further <br />subdivided into Visual Character Areas (A to J). <br />21 Page <br />
