Qualifications to Provide <br />Environmental Services — Housing Division <br />Lead Inspector/Assessor for lead based paint. First, a visual survey is conducted to identify the presence of suspect lead <br />based paint. After the suspect lead based paint is located, lead based paint readings are performed from each <br />component identified during the visual survey, <br />Representative lead based paint readings are collected utilizing an X -Ray Fluorescence (XRF) lead based paint <br />analyzer. Readings are collected from selected components throughout the building's interior and exterior. Lead based <br />paint readings are collected in accordance with Chapter 7 of the HUD Guidelines for Evaluation and Control of Lead - <br />Based Paint Hazards in Housing and U.S, Environmental Protection Agency (EPA) 40 CFR pari 745 and Title X of the <br />1992 Housing and Community Development Act, <br />Other Building Surveys <br />Rincon and/or VM3 Environmental/Ambient Environmental are also able to Identify the presence of PCBs in fluorescent <br />light ballasts, mercury switch light ballasts, and perform mold surveys, <br />Soils Testing <br />Our approach to environmental sub -surface assessment is to tailor the sampling program to the specific project. <br />Samples can be obtained using a variety of methods, including: <br />• Surface grab sample <br />• Shallow hand auger sample <br />• Backhoe sampling <br />• Soil gas sampling <br />Summa canister sampling <br />• Direct push sampling (Le., Geoprobe) <br />• Hollow -stem auger, air rotary, and sonic drilling and sampling <br />The appropriate sampling methodology is dependent on the suspected source of contamination (point source versus <br />non -point source); suspected type of contaminant (volatile or non-volatile); media affected (soil only or soil and <br />groundwater); anticipated depth of contamination; and soil/geologic conditions at the site. <br />Soil or groundwater samples are analyzed for suspected contaminants using appropriate EPA or State methodology in <br />laboratories certified by the State to conduct such tests. The testing program is tailored to the suspected contaminants. <br />For example, if a site has an underground storage tank that was used to store gasoline, the soil samples would be <br />analyzed for total petroleum hydrocarbons - modified for gasoline and aromatics (benzene, toluene, ethylbenzene, and <br />total xylenes). The testing may also include lead, if the tank was used to store leaded gasoline, and gasoline additives, <br />as appropriate, based on the period of operation. All sampling is in accordance with the EPA Document SW 846, <br />Additional Services <br />Technical Studies <br />In addition to assisting our with the CEQA and NEPA processes outlined above, Rincon staff will assist with the <br />preparation of a broad range of technical studies, including air quality, aesthetics, biological resources (wetland <br />delineation, special status species analysis), cultural resources, noise, and greenhouse gas emissions. These studies <br />are often needed in support of CEQAINEPA documentation and are included with the reports as technical appendices. <br />Other times these studies are performed prior to finalization of a proposed project in order to assist project design teams <br />to develop a project that avoids or minimizes significant environmental effects at the design phase. Rincon has <br />experience preparing the following types of technical reports that might be required by the City under this contract: <br />Biological Surveys <br />Cultural and Historic Reports: <br />Preparation of Area of Potential Effects <br />Historic Properties Assessments <br />Archaeological Assessments <br />Finding of Effects <br />Memorandum of Agreements <br />• Noise and Air Quality Studies <br />• Global Climate Change and Greenhouse Gas <br />Analyses <br />Grant Application Preparation <br />• Water Supply Assessments <br />• Geologic and Seismic Studies <br />• Environmental Permitting <br />Page 5 <br />
