Grand Avenue Widening Project Environmental Impact Report Section 1.0 <br />1.1.6 RELATED PROJECTS <br />In addition to the proposed widening on Grand Avenue, several other local projects have recently <br />been completed in the vicinity of the project segment of Grand Avenue: <br />The reconstruction of Fourth Street and the undergrounding of existing utilities between <br />Interstate 5 (I-5) and Minter Street, in an 80 foot wide right-of-way. <br />■ The addition of a right turn lane on westbound Fourth Street, to northbound Grand Avenue. <br />■ Construction of a sanitary sewer line in Grand Avenue between Fourth and Fruit Streets. <br />1.2 PROJECT OBJECTIVES <br />The objectives of the proposed Grand Avenue widening project are to: <br />Improve the segment of Grand Avenue between Seventeenth Street on the north and First <br />Street on the south to the City of Santa Ana General Plan Circulation Element and the <br />Orange County Master Plan of Arterial Highways designations of Major Arterial for this <br />road segment. <br />2. hnprove the flow of traffic on this segment of Grand Avenue in the City of Santa Ana, <br />consistent with existing and forecasted traffic demand. <br />3. Provide bike lanes on this segment of Grand Avenue, consistent with the adopted City of <br />Santa Ana Bikeway Master Plan and the Orange County Master Plan of Bikeways. <br />4. Provide a cross section on the project segment of Grand Avenue compatible with the <br />existing cross sections on Grand Avenue north and south of the project segment. <br />5. Provide a cross section on the project segment of Grand Avenue compatible with recent <br />improvements at local intersections with Grand Avenue and the recent improvements to I-5. <br />An important component of evaluating alternatives is assessing the ability of each alternative to <br />satisfy the objectives for the project. Table 1-1 summarizes the project objectives and the ability of <br />Alternatives 1 and 2 and the No Project Alternative to meet these objectives. As shown, Alternative <br />2 meets all the defined project objectives.
