REQUEST <br />r.Q R <br />� k <br />• <br />JULY 20, 2017 <br />TITLE: <br />-71 .1 T <br />> r <br />HISTORIC RESOURCES COMMISSION SECRETARY <br />HISTORIC PROPERTY PRESERVATION <br />AGREEMENT NO. 2017-04 FOR PROPERTY <br />LOCATED AT 2467 NORTH RIVERSIDE DRIVE <br />(STRATEGIC PLAN NOS. 5, 2; 5,3) <br />Prepared by Ivan Orozco <br />APPROVED <br />rU As Recommended <br />EJ As Amended <br />0 Set Public Hearing For <br />CONTINUED TO <br />Executive Director Planning anager <br />1�1JlA9M#rZM1Iit[S <br />Recommend that the City Council authorize the City Manager and Clerk of the Council to execute <br />the attached Mills Act agreement with Eugen Charles Andres, III and Ann Avery Andres; subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />Reuuest of Applicant <br />Eugen Charles Andres, III and Ann Avery Andres are requesting approval to execute a Mills Act <br />agreement with the City of Santa Ana for the property located at 2467 North Riverside Drive which is <br />currently listed in the Santa Ana Register of Historical Properties. <br />Project Location and Site Description <br />The subject property is known as the Reed House and consists of a 3,680 -square -foot two -.story <br />Colonial Revival style residence with a detached garage on a 23,226 -square -foot residential lot located <br />on North Riverside Drive between Flower Street and Benton Way (Exhibit 1). <br />Mills Act Agreement <br />Ordinance No. NS -2382 authorized the Historic Resources Commission to execute Historic Property <br />Preservation Agreements (HPPA); commonly known as Mills Act agreements for eligible properties <br />(Exhibit 2). To be eligible for the Mills Act, the property must be listed on the Santa Ana Register of <br />Historical Properties. The agreement provides monetary incentive to the property owner in the form <br />of a property tax reduction in exchange for the owner`s voluntary commitment to maintain the <br />property in a good state of repair as necessary to maintain its character and appearance. Once <br />recorded, the agreement generates a different valuation method in determining the property's <br />assessed value, resulting in tax savings for the owner.
