She has a comprehensive understanding of agency funding <br />needs through her work in special financing district administration, overhead cost allocation <br />analysis, user fee studies and utility financial management. For the past eight years, her work has <br />focused exclusively on financial planning, cost -of -service analyses and rate design for water and <br />wastewater utilities in California. Kim Boehler leads project teams on water and wastewater rate <br />and capacity fee studies for our public agency clients.
