Adina is actively <br />involved with district formations and bond issuance/refunding analysis, as well as daily <br />management of district administration. operations. She also performs feasibility studies and related <br />financial projects. She has worked directly with more than 75 agencies administering 300 districts. <br />• District Formation: Adina has formed Special Financing Districts including, Community <br />Facilities Districts (CFDs), Benefit Assessment Districts (BADs), Business Improvement <br />Districts (BIDS) and 1972 Act Landscape and Lighting Maintenance Districts <br />• Speaking Engagements: Beyond serving for seven years on the Annual Conference <br />Planning Committee for CSMFO, Adina has been a featured speaker at several CSMFO <br />chapter luncheons. <br />• Proposition 218: Adina also provides Proposition 218 consulting services related to the <br />establishment or increase of fees, charges; and assessments. <br />• District Administration: In addition to her nearly two decades of district administration <br />expertise, Adina has trained numerous staff members and has provided consulting services <br />related to curing troubled districts (some of which have involved judicial foreclosure), <br />refinancing, and property -owner bond tender programs. <br />• Financial Projects: Adina performs revenue audits, special fund analysis, parcel audits, tax <br />roll billing services, district closeouts,, analyses for bond issuance, and has led the formation <br />of various Special Financing Districts. <br />• Continuing Disclosure: While Adina has prepared and disseminated Municipal Disclosure <br />Reports for numerous California agencies, she is currently involved with the preparation and <br />approval of disclosure reports for 1915 Act, community facilities districts, tax allocations, and <br />general obligation bonds. <br />Special District Refunding: Adina has participated in several refundings of CFD and <br />1913/1915 Act districts and has prepared the analyses and reports as the Special <br />Tax/Assessment consultant on these projects. <br />�NBSCity <br />RFP of Santa Ana <br />RFP No. 17-081 Comprehensive Proposition 218 Fees and Charges Compliance Assessment 41 <br />25A-57 <br />
