Corporate <br />staff then reviews the screening report Monday through Friday, and any missed screenings are <br />reported to the site Health Services Administrator (HSA). The HSA follows up on all identified <br />inmates, and these inmates receive an Intake Screening within 48 hours of site notification. <br />✓ Positive Mental Health Screenings: Per NCCHC standards, any inmate with a positive mental health <br />screen must then be seen by a qualified mental health professional for a more in depth Mental <br />Health Evaluation. Our CIA department runs a weekly report that shows all active inmates who had a <br />positive mental health screen, but have not yet had the mental health evaluation performed. This <br />information is sent to the site HSA so that these inmates will not be missed. The site is responsible <br />for reviewing the list of inmates, explaining why the evaluations have not been performed yet, and <br />providing a report of resolution back to the QA department within a few days. <br />✓ Daily TB Read Report: We identify any active inmate that does not have a TB read recorded in <br />TechCare®; this alert is then automatically generated and shown on the Nurses Dashboard. This <br />quality assurance activity helps ensure that all active inmates have a completed TB testing process <br />or other appropriate care, such as a chest x-ray or Isoniazid treatment. <br />4. Initial Health Assessment <br />An initial health assessment will be completed by a licensed MID, PA, NP or RN for each inmate <br />immediately upon intake, ensuring completion within fourteen (14) days upon arrival at the SAJ. The <br />initial health assessment will include, at a minimum, the following: <br />a. Review of intake screening results and the collection of additional data to complete the medical, <br />dental and mental health histories <br />b. Laboratory and/or diagnostic tests to detect communicable diseases, including sexually <br />transmitted diseases and tuberculosis (PPD or x-ray as medically indicated) and other tests as <br />determined by the responsible physician upon consultation with and approved by the local <br />public health authority. <br />c. A VDRL/RPR blood test is to be drawn on the inmate, if the inmate has not had such test <br />performed at the transferring jail with the last ten (10) months of continuous incarceration, or it <br />is not documented on the inmate medical transfer form and/or supporting medical records <br />received from the referring facility. <br />d. A physical examination including comments about mental status with appropriate referral as <br />clinically indicated. <br />e. Oral (Dental) screening <br />Proactive Health Assessment upon Intake <br />A beneficial feature of NaphCare's intake screening <br />process for the SAJ is that we perform the health <br />assessment upfront, during intake. By performing this <br />screening at intake, we can identify urgent medical and <br />mental health issues upon an inmate's arrival. This not <br />only reduces costs for emergency and hospital <br />transportation, but it also reduces the inmate movement <br />required to provide health assessment at the 14-day <br />mark. <br />Inmate Medical Services <br />City of Santa Ana <br />NaphCare exceeds NCCHC standards <br />by performing the health assessment <br />upon intake. Additionally, any <br />inmates that have not had a Health <br />Assessment by the lot" day will be <br />flagged in TechCore® for immediate <br />follow-up, ensuring compliance with <br />the 14-day requirement. <br />RFP No. 17-051 <br />29 <br />
