• Participate as a member of the Integrated Planning Team to facilitate the application <br />process during the open period and ensure the application is submitted in compliance <br />with the grant instructions; <br />• Upon receiving a grant award, coordinate and meet as a member of the Integrated <br />Planning team to develop an individualized campaign plan that covers the length of the <br />grant performance period; <br />• Work within the Integrated Planning team to develop an initial Operational Cycle and <br />determine the duration of the first operational period based on the tactical needs specific <br />to the area; <br />• Submit all operations orders to the SAA for review, and submit the first periodic <br />operations order to the Border Patrol and ensure the operation meets the six criteria <br />established in Section II; <br />• Conduct operations, on an as -needed basis throughout the length of the grant <br />performance period; <br />• Integrate law enforcement partners from contiguous counties and towns into the their <br />tactical operations to expand the layer of security beyond existing areas; <br />• Ensure reports are submitted to the to the Border Patrol, and the SAA when applicable, in <br />the proper format and within established timeframes; <br />• Ensure applicable Operation Stonegarden derived data is shared with the designated <br />fusion center in the state and/or Urban Area. <br />• Request instruction and information from the SAA, when applicable, and/or Border <br />Patrol and other Federal law enforcement agencies regarding techniques, methods, and <br />trends used by transnational criminal organizations in the area; and <br />• Provide the SAA and Border Patrol a single point of contact that maintains subject matter <br />expertise in OPSG who can coordinate, collect, and report operational activities within <br />the established reporting procedures. <br />The SAA will: <br />• Actively engage in the IPT meetings; <br />• Work in direct coordination and communication with the local or Tribal agency lead on <br />all grant management matters; <br />• Review all operations orders created by the local or Tribal agency; <br />• Acts as the fiduciary agent for the program and provide expertise in state policy and <br />regulations; <br />• Enter into a sub -award agreement with the recipient to disburse the allocated funding <br />awarded through DHS/FEMA/GPD; <br />• Generate quarterly reports to DHS/FEMA capturing the recipients' obligation and <br />expenditure of funds; <br />• Determine if the grant's performance period requires additional refinement over the <br />Federally established 36 month period; and <br />• Conduct audits of the program to ensure that the recipients are in compliance with <br />program guidance. <br />71 <br />Appendix E-OPSG Operational Guidance <br />
