centers (ham //wvvw dhs Qov/fusion-center-locations-and-contctct-information) and the maturation <br />of the Information Sharing Environment (ISE). <br />The national network of fusion centers (National Network) provides a mechanism for the Federal <br />government to receive information from state, local, territory and Tribal partners, which helps <br />create a more complete threat picture at the National level. Participating in the Nationwide <br />Suspicious Activity Reporting (SAR) Initiative enables fusion centers to receive and analyze <br />suspicious activity reporting from frontline public safety personnel, the private sector, and the <br />public, and ensure the sharing of SAR with the Federal Bureau of Investigation's Joint Terrorism <br />Task Forces for further investigation. <br />In support of this strategic vision, the DHS/FEMA is requiring designated state and major Urban <br />Area fusion centers to participate in an annual assessment of their achievement of Critical <br />Operational Capabilities (COCs) and Enabling Capabilities (ECs). <br />As maturation of the National Network continues to be a high priority in FY 2015, DHS/FEMA <br />is requiring that all fusion center related funding requests be consolidated into a single (1) <br />investment for states or Urban Areas in which designated fusion centers reside. The single <br />investment provides states and urban areas a means to centrally manage and report on fusion <br />center related activities. Recipients must coordinate with the fusion center when developing <br />a fusion center investment prior to application submission and the investment must directly <br />align to and reference capability gaps identified during the center's individual 2014 Fusion <br />Center Assessment Report. In particular, each proposed project included in the fusion <br />center investment must reference the corresponding COC or EC, as well as associated <br />attribute(s), the funding investment is intended to address. Additionally, any jurisdiction or <br />agency that leverages HSGP funds to support intelligence- or fusion process -related activities <br />(e.g., intelligence unit, real time crime information and analysis centers) must ensure efforts are <br />integrated and/or coordinated with the state or major Urban Area fission center(s). <br />State and major Urban Area fusion centers receiving SHSP and/or UASI grant funds will be <br />evaluated based on compliance with the guidance and requirements for the National Network as <br />set forth by DHS I&A through the annual Fusion Center Assessment Program. <br />• FY2015 Fusion Center Grant requirements are listed at http•//www.dhs.gov/homeland- <br />security-grant-pro gram-hsQp. <br />• DHS/FEMA approved analyst courses that meet the grant requirement are listed at <br />http •//www dhs govl ema-approved-intelligence-analvst-training-courses. <br />Through the SF -PPR, fusion centers will report on the achievement of capabilities and <br />compliance with measurement requirements within the Maturation and Enhancement of State <br />and major Urban Area fusion centers priority through the annual Fusion Center Assessment <br />Program managed by DHS I&A and reported to FEMA. <br />Planning to Deliver. Capabilities <br />Recipients shall develop and maintain, jurisdiction -wide, all threats and hazards EOPs consistent <br />with CPG 101 v.2.
