We realize this is an <br />important project for the City and our proposal offers the following benefits: <br />Experience and Demonstrated Success. The NBS team is led by four senior project managers <br />who each have a minimum of 10 years' experience, and are supported by seasoned analysts and <br />consultants. When faced with several proposals from "national experts", an important question you <br />as the client might ask is, "who will actually be working on this study?' We can assure you that our <br />project team will be committed to this study from start to finish, and available for all meetings and <br />presentations. <br />® Insightful Approach. We will commit to working with staff to ensure we understand the City's <br />concerns to assess the current rates, fees and overhead charges, and will ensure that all <br />perspectives are incorporated, all unique local issues are addressed, and provide an excellent result <br />the City can be proud of. <br />• Technically Sound Rate and Fee Assessment. Our approach to evaluating the City's rates and <br />fees will rely on technically sound principles and well -accepted industry practices that enhance the <br />City's legal and financial standing for its Prop 26/218 rates and fees. <br />Our firm brings a broader range of skills to this engagement compared to competitor firms, as our sole <br />purpose as a company is to consult California's cities on various municipal revenues, including special <br />taxes and assessments, utility rates, impact fees, overhead cost reimbursement and user and <br />regulatory fee programs.
