2/24/03LS, <br />the City of Santa Ana, and that will enable the City to capture the data it needs to <br />_ evaluate owner compliance with this program. <br />❖ The City will maintain records on owner reports and its evalualid, of those <br />reports for a period of not less than ten years after expiration of the affordability <br />period required by applicable HUD regulations. <br />E. Annual assessment: <br />•S Upon receipt of owner reports, the City will evaluate the ethnic" <br />characteristics of tenants being served to determine if they reflect:' <br />housing market. If they do not, the City will,"direct the owner to tz <br />affirmative marketing steps to correct the imbalance. The City will <br />evaluate the steps taken to ensure they have the desirpa'effect. <br />As a participating jurisdiction, the City isaiso required to adopt certain affirmative steps <br />to ensure maximum feasible participation'Jri'HOME ;and CDBG-funded projects by <br />minority business enterprises, women's business enterprises, labor surplus area firms and <br />other small businesses. These affrmiative steps are listed below and constitute the City's <br />Minority -Outreach Procedures and Requirements Program for HOME and CDBG-funded <br />projects. <br />The City will ,,,place qualified small and minority businesses and women's <br />business enterprises on solicitation lists; <br />t- <br />B• The City will assure that small and minority businesses, and women's business <br />enteipiises are solicited whenever they are potential sources; <br />Thi ity will,divide tataI'requirenients, when economically feasible, into smaller <br />taslIs or, quantities to'pennit maximum participation by small and minority <br />11 <br />business; and women's business enterprises; <br />•.
