include wood ship lap siding and wood trimmed vent under the gable to <br />match the character defining features of the circa 1885 Colonial Revival <br />and Queen Anne (late Victoria) architectural style of the main house. <br />F. The two individual roll up doors to access the garage will be clad in wood <br />panels, with limited view from the street. The Planning Commission finds <br />that the new construction does not impact the overall architectural integrity <br />of the existing circa 1885 main residential structure, and thus preserves <br />the visual characteristics of the local SD -19 historic district as a whole. <br />G. All exterior modifications in the SD -19 are to be reviewed by the French <br />Park Neighborhood Architectural Review Committee. Said Committee has <br />reviewed the renovations and submitted comments expressing its support <br />for the minor exterior modifications and new construction for the <br />rehabilitation project as the proposed two -car garage maintains the <br />vintage architectural style in the historical neighborhood and preserves the <br />overall character of French Park. <br />H. In compliance with French Park Specific Development No 19 (SD -19) <br />zoning district Section 9, both French Park Neighborhood Association and <br />Santa Ana Historic Preservation Society were notified regarding "intent to <br />demolish" the garage. <br />Section 2. In accordance with the California Environmental Quality Act <br />(CEQA), this project is exempt from further review pursuant to Section 15301. This <br />Class 1 exemption applies to projects consisting of operation, repair, restoration, or <br />minor alteration of existing structures and facilities involving negligible or no <br />expansion of an existing use. Specifically, the project conforms to Section 15301 <br />(d) and (1), which involve the restoration or rehabilitation of deteriorated or damaged <br />structures to meet current standards of public health and safety and demolition of <br />an accessory structure, respectively. The demolition and replacement of the two - <br />car garage will not increase the capacity of the site in any substantive fashion so as <br />to negatively affect the environment or surrounding properties. Based on these <br />criteria and staff analysis, Categorical Exemption Environmental Review No. 2017- <br />119 will be filed for this project. <br />The following findings have been made as referenced in CEQA, Section <br />15300.2: <br />1. Significant effect. The project shall not be used for an activity where <br />there is reasonable possibility that the activity will have a significant <br />effect on the environmental due to unusual circumstances. <br />The new replacement two -car garage proposed through Site <br />Plan Review No. 2017-07 provides for the improvement, <br />repair, and maintenance that will improve the health and <br />safety of its residents.
