Legacy and its legal team have <br />carefully reviewed all of the Federal Communication Commission (FCC)'$ rulings and we are confident <br />that it is entirely legal to do so. If a vendor has chosen not to pay commission on interstate <br />calling (or to not pay commissions at all) it is just that --a choice. In paragraph 56 of the FCC <br />13-113 Ruling, the FCC clearly states: <br />"We do not conclude that ICS providers and correctional facilities cannot have arrangements <br />that include site commissions. We conclude only that, under the Act, such commission <br />payments are not costs that can be recovered through interstate ICS rates...
