Environmental Issue <br />Scoping <br />EIR Section? <br />effect. Potential Impacts related to division of a <br />community of conflict with a habitat conservation plan <br />would not need to be evaluated In the EIR. <br />Mineral Resources <br />The project site is not Identified as a mineral resource <br />No <br />site or known to have mineral resources. Therefore, the <br />project would not Impact on mineral resources. <br />Noise <br />The proposed project would add residential uses within <br />Yes <br />an urban environment near highly traveled streets, and <br />near existing residential uses. The noise impact <br />evaluation In the EIR will describe the potential for the <br />project to result in a substantial increase in noise, or <br />expose people to substial noise and vibration during <br />both construction and operation of the project. <br />Population and Housing <br />The project would not displace any existing residential <br />Yes <br />structures or persons, but could have a direct effect on <br />population growth because the project site Is not <br />currently designated for residential uses. Therefore, <br />impacts related to population growth will be evaluated <br />in the EIR. <br />Public Services and Recreation <br />The additional population that would result from the <br />No <br />proposed project would increase the need for public <br />services. However, because the project site is <br />developed and within the exiting service area for fire, <br />police, and park facilities, the project would not require <br />new or physically altered facilities to serve the project, <br />which will be described In the IS. <br />Traffic <br />Operation of the proposed project would generate a <br />Yes <br />substantial volume of traffic that could Impact currently <br />deficient roadway/freeway segments and intersections. <br />Thus, impacts related to traffic and circulation would be <br />evaluated In the EIR. <br />Tribal Cultural Resources <br />As described previously, the proposed project would <br />No <br />require a General Plan Amendment. This process <br />would require Native American outreach pursuant to <br />Senate Bill (SB) 18. In addition, because the proposed <br />project would require CEQA documentation Native <br />American notification from the City Is also required <br />pursuant to Assembly Bill (AB) 52. The IS will describe <br />these processed Implemented by the City. However, <br />given the highly developed nature of the project area, <br />and depth of previous excavations on the project site, <br />limited potential for tribal cultural resources on the <br />project site exists. An EIR analysis of this topic is not <br />anticipated to be necessary. <br />Utilities and Service Systems <br />The proposed project is a re -development project, and <br />Maybe <br />the project site is already connected to the City's water, <br />sewer, and drainage systems. In addition, the project <br />site would be served by the existing landfills that serve <br />the City. The IS will describe that the City has adequate <br />capacity to serve the proposed project.
