City of Santa Ana CDBG Scope of Work <br />Program Year 2017.18 (July 1, 2017 -June 30, 2018) <br />Name of Organization Legal Aid Society of Orange County <br />Name of Funded Program Expungement Services <br />Annual Accomplishment Goal <br />Undu Ilcated Partici ants anticipated to be served during, the 12 -month contract period. <br />207 TOTAL 207 Santa Ana Participants F100°fi 1 2071 Low Income Partidpants 100% <br />Program and Funding Description <br />This grant will allow LASOC to expand and improve the expungement clinic In six keyways, 1) LASOC can add capacity on <br />the'backend' when It comes to analyzing rap sheets and determining which crimes can be expunged. The capacity will also <br />be built through recruitment of volunteers, for pro bono legal assistance, and working with community organizations, such <br />as. Resilience OC, for community outreach. This will increase the total number of expungements the clinic can complete. 2) <br />This expanded capacity will allow LASOC to promote the clinic In our targeted service area. Now we'll be able to target <br />expungement, Including targeting current or former foster youth at Orangewood. 3) This funding will allow the <br />expungement clinicto hold clinics or fairs at the various sites. Currently LASOC has shown it can operate a homeless <br />outreach clinic at the Santa Ana Courtyard. With the use of mobile technology, such as laptops and a mobile 4G HotSpot, <br />LASOC has the ability to prepare forms for Individuals contemporaneously with interviewing them at the clinic. 4) In going <br />mobile, the clinic would be held more than Just monthly. While keeping the monthly Santa Ana office expungement clinic, <br />LASOC would hold an additional clinics or outreach events targeting a different area and population each month. 5) LASOC <br />also wants to add two additional services to its expungement clinic: juvenile criminal record sealing and Certificate of <br />Rehabilitation. Both services will help clients remove barriers to certain employment and housing. These two services <br />have been requested by the Santa Ana community. Finally, this funding would allow for clients to attorney representation <br />at criminal dismissal hearings in Orange County.
