Box 14184, <br />12 Orange, California 92863-1584, a public corporation of the State of California (hereinafter referred to <br />13 as "AUTHORITY"), and City of Santa Ana, 20 Civic Center Plaza, Santa Ana, California 92701, a <br />14 municipal corporation duly organized and existing under the constitution and laws of the State of <br />15 California (hereinafter referred to as "CITY") each individually known as "PARTY" and collectively <br />16 known as "PARTIES." <br />17 II RECITALS: <br />18 WHEREAS, AUTHORITY and CITY desire to enter into a Cooperative Agreement to define <br />19 the roles and responsibilities related to funding between AUTHORITY and CITY for the final design <br />20 and construction of Hazard Avenue Protected Bicycle Lanes Project as defined in the scope of work <br />21 provided in the Bicycle Corridor Improvement Program 2016 Call for Projects, herein incorporated by <br />22 reference; (hereinafter referred to as "PROJECT"); and <br />23 WHEREAS, the Bicycle Corridor Improvement Program is funded with Congestion Mitigation <br />24 and Air Quality Improvement Program ("CMAQ") funds; and <br />25 WHEREAS, the CMAQ program is authorized under Fixing America's Surface Transportation <br />26 11 (FAST) Federal Transportation Act; and <br />Page 1 of 11 <br />
