Mr. Robert Bisno <br />October 3, 2017 <br />Page 8 <br />demand against the 53 guest parking spaces to be provided by the Project corresponds <br />to a surplus of 5 spaces. <br />Given these results, we conclude that the proposed parking supply of 445 spaces is <br />adequate to accommodate the Madison Mixed -Use Development anticipated parking <br />needs. <br />PARKING MANAGEMENT PLAN <br />To ensure adequate parking is provided for both guests and resident of the Project, it <br />is recommended that a Parking Management Plan (PMP) be prepared that outlines the <br />proposed allocation of on-site parking supply, along with key parking management <br />strategies, to maximize the availability of parking for the various user groups <br />associated with the Madison Mixed -Use Development project. <br />Parking Management Plan Measures <br />Subject to review by the Project proponent and the City, the PMP measures described <br />below could be considered for implementation by the Project: <br />❑ The PMP should restrict residents from parking in non-resident spaces. <br />❑ The PMP should help develop the framework for a detailed parking <br />agreements between the leasing office and the tenants. <br />1. Provide signage to indicate which spaces on the ground floor are to be assigned <br />for prospective resident tenant or short-term parking for the retail component of <br />the Project, as determined by the leasing office/property management company. <br />2. Provide signage to indicate that location and number of parking spaces allocated <br />for resident guest usage; also identify that these spaces can also be used by <br />patrons of the retail business. <br />3. Direct employees of the leasing office and retail business to use the unassigned <br />parking spaces. <br />4. Provide signage at the resident vehicular gate on Level P1 to indicate "Resident <br />Parking Only". <br />5. Establish a program which would require residents to register their vehicle (and <br />provide their vehicles' license plate numbers), and pick up a gate card -key. They <br />should be given written parking regulations and a parking map with key <br />allocations to restrict them from parking in non-resident areas at any time, and <br />require that they inform their guests where to park. <br />6. To maximize the use the Project's tandem (2°d access) spaces, 44 of the tandem <br />spaces should be designated to each of the 44 two bedroom units, while 8 of the <br />tandem spaces should be assigned to the 4 three bedroom units and 4 live/work <br />units.
