1-18 Proposal No. 2569.01 Water Enterprise Alternative Energy Feasibility Study <br />Manthly kWh/kw far nisniO PV S9stems vs. County Average <br />Tren,mnnt Na 397 <br />As part of the development of a comprehensive feasibility study, NAM refines and customizes the standard solar <br />and financial models developed in-house to account for the unique attributes of each project site and to <br />establish a baseline for evaluating project alternatives, The analysis includes an evaluation of system <br />performance, installation considerations, and cost. Performance simulations and economics are preliminary in <br />nature, and are estimated using industry standard software such as PV Syst. System output is summarized in a <br />table for each project site and detailed calculations will be provided in appendices. <br />Newcomb Anderson McCormick then evaluates project economics using a variety of scenarios, including City <br />bond funding, CSI incentives (if available), as well as a PPA option. The short- and long-term economics are <br />evaluated using a pro forma analysis over the life cycle of the systems, and the results are compared to the <br />economic criteria provided by the City. Financial analysis includes simple payback as well as Net Present Value <br />(NPV) life -cycle analysis. The economic feasibility analysis also includes a "No Project' alternative to compare <br />the economics of the base case scenario of continued utility electricity purchases to the proposed PV system <br />over a 25 year period. Sensitivity Analysis are also run based on variations in utility rate escalation factors and <br />the cost/watt of PV. <br />Based on the analysis performed above, NAM then works with the City to refine a project approach that best <br />meets the needs of the City from both an energy generation and economic standpoint. This is accomplished <br />through Draft and Final Feasibility Study reports. Following City review of NAM deliverables, we incorporate <br />feedback into our models and prepare a final report. NAM conducts a Final Report review briefing with City staff <br />to ensure there are no outstanding questions or concerns. The final, approved Report is then suitable to serve <br />as the basis forthe development of a Design -Build Request for Proposal (RFP) from qualified Solar PV vendors at <br />a future time. <br />CITY OF SANTA ANA Copyright G Newcomb Anderson McCormick 2017 <br />
