Adopt a resolution approving Historic Resources Commission Application No. 2017-39 and approving Historic Register Categorization No. 2017-38 with the recommendation that the applicant restore the northeast window on the front façade to its original condition if deemed not original to the property. 2. Recommend that the City Council authorize the City Manager and Clerk of the Council to execute a Historic Property Preservation Agreement No. 2017-43 with Christine L. Switzer, subject to non-substantive changes approved by the City Manager and City Attorney. STAFF MEMBER COMMENTS Acting Planning Manager Fregoso:  Requested meeting be adjourned in memory of Hassan Haghani, former Executive Director of Planning & Building Agency. Principal Planner Carvajal:  Plaque Program will be reinstated;  Administrative matters will be on the agenda for the April 5 meeting;  Upcoming meetings will be held on April 26, May 24 and a date to be determined in June; and  Provided an update on the remaining applications to be processed. 8. COMMISSION MEMBER COMMENTS Commissioner Rush:  Opined application fees are too high; hopes new fee study will be reflective of actual costs;  Encouraged commissioners to write their councilmember regarding the high application fees;  Discussed the property at 700 W. Civic Center; owner has converted it into a commercial office space; and  If a property has been identified as eligible to be placed on the Historic Register, can the property owner be required to notify the City when the property is sold so that action can be taken to place it on the Historic Register? o Assistant City Attorney Storck will research.
