January 22, 2018 -City issued RFP for Solid Waste Consulting

February 6 th-Received five proposals
•
February 14 th-Evaluated proposals
•
March 19 th-Three firms were asked to revise and resubmit:
•
Modify the approach to include development of a green policy and goals related to
solid waste, diversion, recycling, and include timeframes to gather input/guidance
from City Council and Community
Normalize the number of meetings, documents, revisions required for ease of
comparison and evaluation
April 5 th–Received revised proposals

April 18 th-Evaluated three proposals
•
May 1 st-Interviewed three firms
•
Evaluation Committee unanimously chose HF&H Consultants, LLC.
•

Most experienced firm with:
solid waste and recycling services procurements
solid waste infrastructure, contracts and
procurements in Orange County
Experience in developing green policies and goals with
cost considerations
Approach -issuing RFP in draft form for hauler comments
in advance of releasing RFP, reducing complications
Sufficient staff capacity that will ensure full services
delivery.

Staff Recommendation
Approve agreement with HF&H Consultants, LLC
through June 30, 2020
Include the option of one-year extension to be
coterminous with the solid waste services agreement
with Waste Management (provides maximum
flexibility)
Timeline proposed completes procurement process for
solid waste & recycling services with sufficient time for
new contract implementation on July 1, 2020
