Thank you, Karen Karen Romero Estrada Research and Policy Analyst Orange County Communities Organized for Responsible Development Facebook I Twitter I YouTube Santa Ana City Council and Mayor June 5th, 2018 City of Santa Ana 20 Civic Center Plaza Santa Ana, CA 92701 RE: In opposition of the Real Property Disposition Policy as it is written The Equity for All Coalition is writing this letter in support of a land disposition policy that would center city and community interests, facilitate equitable development and ensure community benefits in the development of city -owned land. However, as the policy currently stands, the city seeks to sell, transfer or rent city -owned land for the highest return and sees public land as a resource to sell to generate revenue and not as a resource that benefits the community. Therefore, we cannot support the city's Real Property Disposition Policy draft as it currently stands. The Equity for All (E4A) coalition list of asks are: 1. 50% community representation on the Real Property Disposition Committee. 2. The creation of a designation (G) for land to be developed by a community land trust, in addition to categories (A -F). 3. 75% of parcels to be categorized as either having community use/benefit potential (D) or land to be developed by a community land trust (G). Out of those designated, at least least 50% should be developed for those purposes. 4. 30% proceeds from the sale of real property (those without funding restrictions) to be put in a Community Fund, administered by the Community Development Agency, to be used exclusively for community projects. In addition, 15% within the 30% will be directed towards the Universal Representation fund. We urge the city council to include Equity for All's four asks in the final draft to be voted on. The Coalition has prepared specific language amendments to include in the final version of the Policy. It is very important that the city develop a process that is inclusive of community members, prioritizes community benefits, and allocates funds from the sale of any current and future public lands towards community projects. We are ready to share amendments to the Policy with your staff. We ask that you postpone this item (60A) so that we may have more time to arrange meetings with councilmembers to review and discuss our amendments so that the Policy provides the greatest benefit to the communities we serve.
