wanted to reach out to you and let you know that our community strongly opposes this development. While we
appreciate all work on education in the local community, the traffic and noise implications for the residents are unacceptable.
Wright St., Linwood Ave. and Eastside Ave. were not designed for the kind of traffic burden this presents. the residents of our
neighborhood will struggle every morning to get to our jobs and schools because of the jams on either side of our street. What
would happen if an Emergency Vehicle needed to reach us at that time? They would be stuck at the jam on either side,
there was a traffic study done for the planning commission but when it was presented at the last meeting it made no sense to
any of us in the neighborhood, the diagram presented a much longer parking lot for drop offs than actually exists.
I believe there is some "funny business" going on here because there is no way that area of 17th nor our small residential inlet
on EASTSIDE AVEIWRIGHT ST. can handle this much traffic without trapping residents in on both sides.
We are united as a community and will fight this development because the character of our neighborhood is in jeopardy.
Once the school is complete, we will have no say and will be stuck with a poorly planned school causing unacceptable
inconvenience to the tax paying and voting residents of our neighborhood.
We need your help . The city council meeting is coming up ... please help us.

I am writing to express my opposition to approve Application No: 2018-05 to rezone the property located at
1440-1450 East Seventeenth Street, that is up for consideration at the next City Council Meeting.
My husband and I are residents on Eastside Ave. located 6 houses down the street from the location being
considered to be rezoned for Ednovate Charter High School.
I am a long time resident of Santa Ana and I have never before expressed an opposition to any ordinances or
applications brought before the City Council, but after watching this application get approved at the 6/25/18
Planning Commission meeting, I was compelled to write to you to express my concern that our community
safety is in jeopardy.
During the Planning Commission Meeting several of my neighbors spoke on our behalf and I was very
disappointed to see that there was only one vote against the application and that it has now moved to the City
Council for review.
When my husband and I purchased our home over 28 years ago one of the main considerations of selecting a
neighborhood, was finding a safe, secluded quiet neighborhood. We were fortunate to have found a home
where neighbors have also been long time residents and have become friends over the years. Our neighbors
truly care about the safety of our homes and street environment and having a high school just around the corner
with over 500 students in attendance will directly impact our street traffic. I am very concerned since our
neighborhood has young families as well as grandchildren that live on our street. This also directly affects our
commute to work since we exit our neighborhood onto 17th Street.
I hope that you take into account my personal petition to vote against this application.

Dear City Council:
We are residents of Santa Ana and reside at Linwood Avenue. The purpose of this
letter is to voice our protest of the project at 1440-1450 E. 17th Street due to traffic issues.
A few years ago, 141h and 15th Streets east of Grand Avenue were closed to incoming traffic to
allow for cul de sacs. Due to this, we have experienced an increased volume of vehicular traffic
entering our neighborhood on Linwood Avenue via 17th Street. As we understand this project,
AA 2018-05, traffic would be increased on Linwood due to entering and exiting students from
this school.
This increased traffic would have an adverse impact on our street and many residents have
expressed their disapproval and great concern over this situation.
Since we have increased traffic due to the closure of 14th and 15' Streets, we are therefore
very concerned what effect this extra traffic from the school would have on our street. We are
requesting that the Council take a very close look at the adverse effect this project will have on
our street and neighborhood. If this project is approved we are requesting parking permits be
issued to residents on the 1500 and 1600 blocks of North Linwood.

The residents of Ward 1 are demanding to see the traffic study done for Ednovate Charter School to redevelop an
existing building into their school facility. The traffic study was mentioned at the Planning Commission meeting however
we have asked for it and it has not been provided.
We do not believe the study represents an accurate depiction of the traffic impact on 17th St. and
surrounding inlets.

Dear Councilmen,
My name is Alvaro Ramirez and I am representing my household located on Eastside. I would like to kindly bring to
your attention our opposition to the construction of Ednovate Charter High School on 17th and Wright Street, as a
valued member of the community for over 27 years. The traffic flow and noise generated by the school is unacceptable.
The more I have dialogue with fellow members of the community whom will be affected by the build, the opposition
increases. Therefore, I don't only speak for my household but for other member of the community whom have not been
able to attend the meetings or face communication issues such as the inability to utilize electronic mail or speak English.
I trust you as leaders in serving our community who strive to cater to all realms of the neighborhood and tax paying
residents.
Furthermore, I'd like to indicate that while traffic has been analyzed by the planning members, the information has not
been presented to community members. The claim is made that it will not affect the neighborhood. However, there is a
possibility of human error in the analytics. Many proposals look great on paper, but I strongly believe the building of this
institution will be catastrophic to our immediate community. This neighborhood was our desired location to grow as a
family due to the low traffic flow and quite environment. This is at risk!
I'd like to end the statement with my love and passion for education. Simply because we disagree with the
establishment of an education institution in our neighborhood, does not mean we oppose the benefits education
promotes and creates in our society.
-1 serve as a mentor and leader at my California State University, Fullerton and donate endless hours by facilitating future
opportunities to marginalized students.
Please assist us in stopping the build of Ednovate Charther High School on 17th and Wright Street.

Good day,
Thank you for taking the time to read my thoughts and input on this situation. I apologize I do not have the time to come to
the meeting in person. This time of the day I'm picking up my kids and working my way back home from the surrounding
area. Two young children at a city council meeting... is a poor decision.
I am specifically writing about my opposition to the proposal to rezone the property at 1440-1450 E 17th Ave to a public
charter high school (Ednovate CHS).
I live on Linwood Ave. I am daily getting on 17th from Linwood and heading towards the 55. 1 drive past the area on a
regular basis. Traffic in the morning is decent, it flows well and the congestion really begins at Tustin Ave. The traffic will
certainly be horrendous with a school there. The traffic will certainly back up badly for people living on and Wright street.
The neighbors who have friends there are dreading it as well. Even if the school is as small as initially claimed, it will grow
over time, we have seen this happen at Muir Elementary. Try driving down Mabury before school gets out. You'll be sitting
on 18th for a long time. The folks I've talked with there are very frustrated trying to get home or go out during school
hours. Parents park all over, illegally (red zones) and no action is taken.
As far as my family and neighbors life on Linwood Ave. We live on a beautiful street, wonderful neighbors and it's a lovely
pocket here on this side of town. Parking is easily found normally (outside of a weekend party which usually clears by
11 pm at the latest). We don't have those horrible parking permits like many parts of Santa Ana does. My friends and
family can visit and park in front of my house anytime they wish usually. It's wonderful. We have no desire to start a
parking permit on our street.
The addition of a high school will most certainly increase our traffic on the street as well as surrounding streets. With
Wright congestion significantly increased it's only a matter of time before parents (and students) figure out that parking
and waiting on Linwood (both sides of 17th) for drop off/pick ups is much easier. Just a walk around the block. Linwood is
a busy street at times and a feeder into the lower streets off 17th. With the added congestion it will be noisier and busier in
general. Which is a shame, being that currently one can sit outside, enjoy the breeze and have some peace and quiet with
out seeing people idling in their cars waiting for a student(s) or waiting to drop someone off.
Finally, my last concern and reason my family opposes such rezone is that the light at Linwood is very slow and not so
hot. 17th is busy at end of day and parts of the morning. I assume parking would be from 17th onto Wright. I can see an
increase in accidents when one is heading westbound on 17th and attempting an unprotected left turn onto Wright. Also
anyone attempting to come down Wright and cross 17th and all 6 lanes + center turn (insane) will happen. Poor decisions
are made in rushed times. An increase of accidents will be a significant increase and delays on all neighboring areas and
streets. When Wright becomes backed up, the far right lane (#3) on 17th would also be backed up to a stop while traffic
slowly creeps onto Wright. Recipe for disaster. Usually when traffic backs up as such (as seen by 17th/Tustin Ave/55) red
lights are ran through, people hang their cars in the intersection and safety is significantly reduced for pedestrians, drivers
and their occupants.
We feel (and talking with my neighbors here on Linwood Ave) that a relocation of this idea would be a better solution.
There are many great buildings in Santa Ana that could be used for a nice Charter High School that would not significantly
impact residential areas and the residents who regularly use the streets and parking for themselves and their families. I
am sure that a suitable location off a major street can be found. For the safety of the students and the reduction of
congestion in this area of Santa Ana.
I hope my statements would be reviewed and considered by the council. I thank you for your time on this issue with us.

My name is Rodolfo Moya and I am a resident of Santa Ana for more than 40 years.
Recently it was brought to my attention that the city is considering a High School on the intersection of 17th and Wright St.
measure to which I am totally opposed for the same reason the whole neighborhood is opposed to.
This plan will bring a whole lot more traffic in our neighborhood and it will be chaotic specially in the mornings.
Please reconsider this plan. Instead I will suggest to build the High School across the Main Place Mall, on Main St. where
the city plans to build new apartment complex.
I have lived in Santa Ana many years and I think we are over populated already. Please NO MORE APARTMENTS
COMPLEXES in Santa Ana.
I wish I was able to attend the meeting this evening, but here by I express my discontent to the High School plan.

Dear Mr. Pulido,
Santa Ana Unified School District (District) wishes to inform you of our interest in Public hearing—Amendment
application No. 2018-05 for the Ednovrrte Charter High School Located at 1440-1450 Fast Seventeenth Street —
Pacific (Fest Communities, Inc., Applicant [Strategic Plan No. 3, 2) which will come before the Santa Ana City
Council meeting tonight on July 17, 2018.
We are respectfully requesting that the council DENY the recommended actions outlined in the agenda item 75A-5
Exhibit A, but specifically to the first item which references the rezoning of a properly from ,Single -Family Resident
(R-1) to Arterial Conrrnercial (C -S) and a properoj fi•ora Single-FamHy ResidenceIB paridng ,suffix (R -1B) and
Arterial Commercial (GS) to theAr•terird Commercial (C-5) zoning district We oppose this request for the following
reasons:
• By approving this item, the council will in essence be allowing the charter school from growing fiom 220
students to 350 students in the 2019.2020 school year with an overall enrollment of 460 students as cited in
the agenda item. We question the charter school's ability in recruiting these students to their intended targets.
• An approval for decision would be in direct contrast to the last city council meeting which capped the
enrollment of Citrus Springs Charter.
• We don't believe a need exists in this area for a high school as students in this area are currently served by
our dependent charter, the Advanced Learning Academy which provides students with competency -based
learning and an early college program where students will eventually earn college credits leading up to an
associative of arts degree in coordination with our educational partner, Santa Ana College; and home to the
2018 National Speech and Debate winners.
• Traffic will be added to this area should the charter reach its projections.
We welcome the students from Ednovate, or now known as Legacy College Prep by the Orange County Department
of Education (OCDE), to enroll in our schools as we provide innovative opportunities across the district. The district
has a 93% high school graduation rate and 97% of our students expressing that they will move on to college as success
indicators. This year, our students earned $11,272,672 in total FAFSA, Grants, Scholarships, Awards, an indication
of academic persistence and rigor. We also offer other programs such as our XQ Super Schools which provides
students with project -based and place -based innovative learning environments. We also have an International
Baccalaureate program, Filar Academy, Legal Academy, and 32 Career Technical Education (CTE) pathways across
the district.

The Planning Commission of the City of Santa Ana is holding a Public Hearing on lune 25, 2018
at 5:30 p.m. to consider Variance Nos. 2018-04, 2018-05, 2018-06, and 2018-07 to convert an
existing 24,428 square -foot office building and construct a 4,940 square -foot addition with a
reduction in required setbacks, vehicle distance requirement from a nearby intersection, and
fence height, and Amendment Application No. 2018-05 to allow a zone change from Arterial
Commercial (C-5) and Single -Family Residence (R-1) to Arterial Commercial (C-5) for Ednovate
Public Charter School located at 1450 East Seventeenth Street.
PETITION
We feel very strongly against this Public Charter School. For one this isn't the proper location
for a school. This is a residential neighborhood with small children and there isn't enough room
for people to drive down the street and drop-off and pick-up without putting our children and
grand children at danger. People already use this street instead of Linwood or Maybury to cut
thru to get to 14th Street, 15th Street, Washington, and several more Streets. There has been
numerous times where kids have almost been hit because of this. There will be hundreds of
cars before school and after school on our Street and there is just not enough room for this kind
of traffic.

Hi Norma -
as requested, please see attached schematic of neighborhood and school site. We believe that their proposed
loading/drop off system will create queuing on 17th St. resulting in a jam which will force parents to detour into
the adjacent neighborhood. The area nearest the school (using the best available alternate route) is Eastside
Ave. We believe this will be a more efficient loading/drop area for the parents. The problem is that 8-10
driveways will be blocked multiple times a day.
We measured the proposed property lines. With 400-500 students (factoring in carpools and pedestrian
students), the proposed facility does not have an adequate drop off zone. The data supports our hypothesis. In an
emergency, police and fire dept will not have clear access to approx 6 houses on Eastside Ave. during
loading/drop times daily.
