Provide economic and fiscal analysis for the MEMU Overlay zone expansion and amendments Review potential enhancements and refinements to the existing MEMU development and design standards ■ Staff engaged AECOM to assist with preparation of a comprehensive economic and fiscal analysis for the MEMU project. ■ AECOM prepared a high-level qualitative assessment of the net fiscal impact of the MEMU project. No significant net fiscal impact difference in comparison to current MEMU area. Not increasing existing development caps Analysis memo provided as Exhibit E to RFCA ■ AECOM is developing a work scope, budget, and timeline for in- depth analysis. Recommended that the City Council take one of the following actions: 1. Approve the Metro East Mixed Use (MEMU) Overlay Zone project as previously presented by adopting the following resolutions: a) Adopt a resolution certifying the Final Subsequent Environmental Impact Report (SCH No. 2006031041) for the Metro East Mixed Use (MEMU) Overlay Zone, make findings pursuant to the California Environmental Quality Act, adopt the Mitigation Monitoring and Reporting Program, and adopt a Statement of Overriding Considerations. b) Adopt a resolution approving General Plan Amendment No. 2018-03. c) Adopt an ordinance approving Amendment Application No. 2018-06. d) Adopt an ordinance approving Zoning Ordinance Amendment No. 2018-03. 2. Continue the item and direct staff to enhance and refine existing MEMU development and design standards to create a balance of intensity, density, and mix of land uses within the overlay zone and complete an in-depth fiscal and economic analysis of the proposed MEMU Overlay Zone project before returning to City Council for considerations at a future date. ■ MEMU adopted in 2007 ■ One of the City's first form -based codes ■ Overlay zone approach Gives additional options to property owners No non -conforming restrictions that stem from a traditional zone change ■ Handful of projects One project constructed (The Nineteen0l ) Three projects entitled (The Madison and two AMG projects) ■ 2014 Housing Element, identifies housing opportunity sites ■ City Council initiated MEMU expansion along First Street ■ Recent reinvestment in the extension area Holiday Inn Express AMCAL housing community ■ SEIR prepared to address MEMU Expansion & Amendments and Elan projects.
