PLEDGE OF ALLEGIANCE Commissioner Bacerra PUBLIC COMMENTS (on non-agenda items) The following public comments were received:  Dale Helvig spoke in opposition to the project located at 2525 North Main Street; requested a Work Study session be conducted before the project is considered by the Commission. CONDITIONAL USE PERMIT NO. 2018-05 TO ALLOW AFTER-HOURS OPERATION AT AN EXISTING 7-ELEVEN STORE LOCATED AT 2112 SOUTH MAIN STREET – MICHAEL AYAZ, APPLICANT A-2 3 PLANNING COMMISSION MINUTES March 26, 2018 Legal notice published in the Orange County Reporter on March 16, 2018 and notices mailed on March 16, 2018. Case Planner Fregoso provided a presentation which included a description of the project, project background and project analysis. Discussion ensued regarding conditions of approval, community outreach, location of surveillance cameras, hours of alcohol sale, lighting and graffiti. The applicant spoke in support of the matter. Chairman McLoughlin opened the Public Hearing. The following spoke on the matter:  Richard Garcia spoke in support. There were no other speakers and the hearing was closed. Commission further discussed concern with excess signage and graffiti. It was generally agreed that the site provides a benefit to the community. Commissioner Bacerra introduced a motion to approve staff’s recommendation with the added condition that landscaping be installed on the eastern wall facing Main Street to deter graffiti. Commissioner Verino introduced an amended motion adding a condition that perimeter lighting also be installed on the eave of the eastern wall facing Main Street to deter loitering. Commissioner Bacerra accepted the amendment. MOTION: Adopt a resolution approving Conditional Use Permit No. 2018-05 as conditioned, with the following added conditions: 1. Install and maintain landscape on the east wall of the building facing Main Street; and 2. Install perimeter lighting on the eave of the east wall of the building facing Main Street. DISCUSSION ON BRISTOL STREET CORRIDOR PROJECT Acting Planning Manager Fregoso provided a presentation on the Bristol Street Corridor Project which included information on the following:  Project Background  Project Overview  Land Use Modifications  Future Actions  Land Use Changes  Commercial Design Guideline Discussion ensued regarding projected completion date and commercial zone setback requirements. 2. HOUSING 101 INFORMATION SESSION Housing Division Manager Brown, Housing Programs Analyst Perez and Senior Planner Pezeshkpour provided a presentation on Affordable Housing. The presentation reviewed the following topics:  What is affordable housing?  Why do we need it? o Regional Housing Needs Assessment  Who needs it? o Santa Ana Median Household Income o Affordable Housing Income Limits  Where is it and what does it look like?  How is affordable housing created? o Affordability Covenants and Monitoring o Housing Choice Voucher Program  State’s Density Bonus Law  Inclusionary Housing/Housing Opportunity Ordinance (HOO)  Other relevant laws Discussion ensued regarding the housing waitlist process, rent maximums, state funded vouchers, and federal funding for Section 8 vouchers. A-4 5 PLANNING COMMISSION MINUTES March 26, 2018 COMMENTS 5. STAFF COMMENTS: Acting Executive Director Neal provided an update on the Mental Health Association located at 2416 South Main Street. Reported that Code Enforcement has cited the site for violations; they have 30 days to submit an application for a conditional use permit. 6. PLANNING COMMISSION MEMBER COMMENTS: Commissioner Bacerra  Praised staff for their Building Industry Association presentation on March 21, 2018. Commissioner Mendoza:  Would like the most up-to-date police activity data in the staff reports.  Requested that graphs on police activity be added to staff reports. Commissioner Nguyen  Inquired about Vietnamese translation for planning related matters. Chair McLoughlin  Requested an update to police data that was presented to the Commission in 2015.
