On page 2 it states: "Pursuant to the Settlement Agreement entered by the City of Santa Ana and plaintiff, consistent with California Elections Code section 10010( b), the Ward with the highest percentage of Asian -American citizens of voting age shall be designated among the three Wards ( 1, 3 and 5) subject to election on November 3, 2020, with Wards 2, 4 and 6 to be subject to election on November 8, 2022; and any special elections after November 3, 2020 shall be By—Ward." If the above text shown in red italic is true please explain at the October 30, 2018 City Council meeting the purpose of Measure AA: REQUIRE BY -WARD NOMINATION AND ELECTION OF COUNCILMEMBERS, AND REDRAWING OF WARD BOUNDARIES TO COMPLY WITH STATE AND FEDERAL LAW. IT appears by the staff report Measure AA is not needed as the Settlement Agreement mandates by -ward elections As for the four proposed Ward maps I favor Plan D or Plan D2. However, I object to the proposed staff recommendation for Ward numbering. In all four proposed plans 2 out 3 Ward councilmembers elected in 0 2018 will need to run for re-election in 2020. Likewise, 2 of the 3 current sitting councilmembers will be able to extend their time in office by another 2 years. My recommendation on Ward numbering will reverse this. Map D2 best fulfills the spirit of the CVRA lawsuit. It gives voice to the Vietnamese residents (a community of interest) of the north- west corner of Santa Ana by including them within the ward with the highest percentage of Asian - American citizens on voting age on the west end. Maps C and C2 do not. The north-west Vietnamese community has been part of the disenfranchised Vietnamese community in Santa Ana for decades. Restoring their voting rights must be part of correcting this injustice. Second, Map D2 uses the Santa Ana riverbed as the dividing line. The Vietnamese community is separated from the rest of Santa Ana by the Santa Ana Riverbed. Including the north-west Vietnamese community as in map D2 will allow this community to have a voice. Maps C and C2, which do not entirely use the Santa Ana riverbed as a dividing line, would disenfranchise them once again. Third, in Map D2 the Ward with highest percentage of Asian -American citizens of voting age overlaps entirely with the Garden Grove School District. For parents and families it will reinforce the sense of community for their children and that is vital to building a thriving city. Fourth, Map D2 allows the dense community of renters in Ward C to have a voice. Many families are struggling with high rents, and it is critical that they have a voice in city hall. I had the opportunity to attend three of the fourbommunity meetings ... missing the Deihl Center one and did provide comments at two of these meetings. I believe it Is also important to provide additional information to the City Council in its efforts for accomplishing a well-intentioned city electoral reform. I understand the City Council has held two Public Hearings to review the Ward re -boundary process, receive community comments and Ideas + allowing for Council direction to staff (if any). That there will be two additional Public Hearings at its Council meetings (October 16 and 30) to further receive public Input on the draft Ward (District) maps as the Council proceeds with the process in place for final adoption. The final adoption by the City Council is scheduled for Tuesday November 20th at 5:45 pm. I have noted at a community outreach meeting that it is the present City Council making the decision, and have received understandings that the binding legal agreement that City has entered into will essentially not allow the new councilmembers elected at the November elections to make changes to the approved City Ordinance. I am encouraging our membership to view the information on the present Ward re -boundary process on the city's website: http;//www.ci.santa- ona,cams/coc/elections.asp andindividuals may contact the city at 714-647-2520 if they have any questions. It is our aim that in re -doing the city's Ward boundaries that there are minimal efforts to short-change the city's Latino population in future elections, while at the same time balancing this with the emphasis to take steps to welcome the Aslan -American population as it make strides In Its participation In electoral elections in future elections.
