I am writing to express the opposition of [organization] to SB 307 (Roth). [Describe
organization/who served]. Our city supports state and local efforts to expand water
conservation and develop sustainable new water sources, both of which are threatened by this
bill.
SB 307 seeks to create a new certification process for water conveyed in California's water
transportation systems, something that is unprecedented and unnecessary, given the
protections already in place through the California Environmental Quality Act (CEQA) and state
law governing water transfers. While the bill targets one specific project, the Cadiz Valley Water
Conservation, Recovery and Storage Project (the Cadiz Project), it sets a dangerous precedent
and poses a potential threat to any infrastructure project in the state.
SB 307 seeks to impose additional state environmental review on a project that has already
undergone environmental review under CEQA, arguing that questions still remain. If questions
remain about the validity of an environmental review of a project that has been publicly
reviewed and approved under CEQA, our court system is the established and appropriate
means for resolving those questions, not legislation from Sacramento. Indeed, opponents of
the Cadiz Project exercised the appeals process and failed, as the California Superior Court and
California Court of Appeals both affirmed the validity of the Project's CEQA review and found
the project can be operated without significant environmental risk. Thus, this bill disregards
CEQA as the final arbiter of environmental protection and sets a dangerous precedent that
once any infrastructure project goes through the CEQA process, it has not necessarily complied
fully with California environmental law.
This precedent would make uncertain the finality of CEQA reviews, something that would
impact projects of all kinds, including local water supply reliability projects, projects proposed
under drought response planning, affordable housing projects, and transportation projects.
Should SB 307 become law, opponents of these project would see it as a useful precedent, so a
project's proponents would never know whether or when their project has received definitive,
dependable approval.
We also oppose SB 307 as another unwarranted attempt by Sacramento to usurp local control
from elected local officials who are best suited to manage local matters. In [City] and
throughout California, local elected officials effectively use the provisions of CEQA to protect
the state's resources and their residents' quality of life.
For these reasons, we urge you to oppose this bill.

I'm disappointed Santa Ana City Council decided to not extend the scooter pilot program, especially without
any opportunity to hear from companies or the public on the benefits it has brought to the City.
I'm a supporter of dockless electric scooter sharing in Santa Ana, and feel Lime has been a great new addition.
I am writing to ask you to extend the pilot program through the end of the year, and to perforin a full and
comprehensive evaluation of the program before making any decision about the future of scooter sharing in
Santa Ana.
This will ensure that the City has enough time to collect enough data on its impact, and that frequent riders like
myself can continue to have more affordable, convenient, and environmentally-friendly ways to get around
town.

Yes
I'm disappointed Santa Ana City Council decided to not extend the scooter pilot program, especially without
any opportunity to hear from companies or the public on the benefits it has brought to the City.
I'm a supporter of dockless electric scooter sharing in Santa Ana, and feel Lime has been a great new addition.
I am writing to ask you to extend the pilot program through the end of the year, and to perform a full and
comprehensive evaluation of the program before making any decision about the future of scooter sharing in
Santa Ana.
This will ensure that the City has enough time to collect enough data on its impact, and that frequent riders like
myself can continue to have more affordable, convenient, and environmentally-friendly ways to get around
town.
