Perhaps the Police Department should instead offer a course entitled, "How to get arrested for DUI, refuse the mandatory test, be an asshole to the arresting officers, have the case dismissed by the DA's Office, rise to one of the highest paid positions in the City and wrest control of the City from the residents and their duly elected representatives." It's very simple. Either Westminster Police committed perjury by filing a false police report or the Orange County DA's office is complicit in enabling a Santa Ana Police Officer to become the de facto Mayor of Santa Ana in an egregious scheme of pay to play. Regardless of whether the DA has been criminally culpable or whether you want to pass this off as "Politics as Usual" each of you recognize that this pay to play scheme is wrong, corrupt, unethical and will eventually catch up with you.
