DISCUSSION The Mayor and City Council represent the City's interest in regional issues by serving on a number of regional boards which make public policy decisions in the areas of transportation, water resources, fire services, and government facilities. The Orange County Sanitation District (OCSD) is a wastewater treatment facility that serves Orange County, California. It consists of two operating plants, referred to as Plant No. 1 located in Fountain Valley and Plant No. 2 located in Huntington Beach. It is the third largest wastewater treatment facility west of the Mississippi River. OCSD and the Orange County Water District were awarded the Stockholm Industry Water Award in 2008 for pioneering work to develop with Trojan Technologies the Groundwater Replenishment System, the world's largest water purification plant for groundwater recharge. A board member and alternate are appointed by the majority of the City Council. On December 18, 2018, the City Council nominated Councilmember Reyna as the City's primary representative and Councilmember Iglesias as the alternate. On March 1, 2019, Councilmember Reyna tendered his resignation. Councilmember Iglesias has been attending the board meetings as an alternate and has expressed an interest in serving as the primary representative, if approved by a majority of the City Council. Thus, a primary and alternate appointment representative is requested to continue serving the interest of the residents of our community. Representatives must be an elected member and shall serve until removed or resign. The Board meets on the 4th Wednesday of the month at 6:00 p.m. 65B-1 Appointment of Representatives to the May 21, 2019 Page 2 STRATEGIC PLAN ALIGNMENT Orange County Sanitation District Board Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, Engagement & Sustainability, Objective #1 (Establish a comprehensive community engagement initiative to expand access to information and create opportunities for stakeholders to play an active role in discussing public policy and setting priorities).
