Sycamore St. The Planning Commission recently approved Zoning Ordinance Amendment No. 209-03, which provided for amendments to certain development and design standards in the Transit Zoning Code Specific Development SD-84. Since SD-84 was adopted in 2010, no significant development has occurred in the downtown district. This Amendment is what is needed to streamline the development requirements in the downtown area which will allow developers to move forward with mixed use projects. It is my understanding the City Council will review this item at the July 2, 2019 hearing, I strongly urge your support of this Amendment. Thank you, Brandon Fender Co-founder and President The Good Beer Company, Inc City Council of the City of Santa Ana: As the founder and owner of The Good Beer Company, Inc in downtown Santa Ana located at 309 West Fourth Street, the corner of Fourth and Broadway, I am writing in support of the Amendment to the Transit Zoning Code Specific Development SD-84. The Planning Commission recently approved Zoning Ordinance Amendment No. 2019-03, which provided for amendments to certain development and design standards in the Transit Zoning Code Specific Development SD-84. I have personally worked in downtown Santa Ana for over a decade now. My business opened nearly five years ago. We chose Santa Ana for the character and culture, and we want to see it grow and prosper. Since opening our business, I have not seen significant development in the downtown district. Many of the older buildings do not meet the needs of modern businesses or prospective residents, leading to extended vacancies, neglect, and underutilized space -- blight on our beautiful downtown. This Amendment is a step in the right direction, to streamline the development requirements in the downtown area and allow developers to move forward with mixed -use projects. Thank you! I am writing as a 4th generation and longtime business/property owner in downtown Santa Ana. The Planning Commission recently approved Zoning Ordinance Amendment No. 209-03, which provided for amendments to certain development and design standards in the Transit Zoning Code Specific Development SD-84. Since SD-84 was adopted in 2010, no significant development has occurred in the downtown district while our neighboring rival cities, especially Anaheim, have seen a development boon around their inferior Downtown. This Amendment is what is needed to streamline the development requirements in the downtown area which will allow developers to move forward with mixed use projects that the Downtown needs to support the growing business district and compete with our neighbors. It is my understanding the City Council will review this item at the July 2, 2019 hearing, and I hope and strongly urge your support of this Amendment as it is needed to help encourage development and in turn jobs, tax revenue and much needed investment in our great City. A quick explanation and the attached pictures of our case may shed some light on the importance of passage of this item for Santa Ana and it's residents. My partner and I are both registered architects and hold Masters degree in City and Regional Planning. For years we have been wanting to purchase a property in Santa Ana to develop. In 2015 we purchased the Pacific Symphony building, which had been left vacant for almost a decade before our purchase. Since then, we have had some success in stopping the break- ins, but the dilemma continues and it will not stop until this property is developed. Since 2016, with the help of multiple local realtors and particularly the Economic Development department, the property was shown to many interested parties including but not limited to the school district, the developers of Lab in Costa Mesa, multiple banquet facility owners, an interactive theater company, churches, high tech companies, etc... Majority of the visitors liked the building and thought it had great potential for their business. However, after reviewing the City requirements such as on site parking, which is impossible to achieve in our case, they did not pursue our building since they did not know if the City will ever allow development without parking and satisfying some other unattainable requirements, so they decided to look to other cities. As you can see in the attached drawing, this building occupies the entire property and there is no room to provide even one parking space. It was first built as a church, then the Pacific Symphony and then Museum of Natural History occupied it without having on site parking. Many cities consider this situation "non confirming legal building", and provide exemption from onsite parking and other unattainable requirements. Please bear in mind that besides being a historic building in Santa Ana, it is also on the National Registry and exterior of the building can't be altered. 5 In your consideration please note that this building is located in a very prominent and visible location in UC zone. And, if not developed it will: 1. Continue to be a sore site along the route of the multi million dollar OC car with two stops on each side of it on Santa Ana Blvd. 2. The City would be deprived from the tax revenue it could potentially generate. 3. It will continue to be a burden on the Police department. Last October at one time there were six police cars on site trying to remove over 20 drug addicts from inside the building. 4. Homeless and and addicts will continue to gather on this block, which is in very close proximity to residential areas. We respectfully request that you and the City Council trust and uphold the Planning Commission's recommendation and assist us in making this building the best it can be in the DT and UC zone and to start generating tax dollars. Perhaps, in addition to the changes proposed, the council could direct staff to review the logic of putting a downtown designation for half the Rite Aid site and building at first and Main. Also, the designation of downtown (DT) for the 86 unit recently built and diverse ownership "downtown lofts" north of 2nd street would seem an unlikely solution to the transit zoning goals; whereas, the generally underdeveloped 1 st/Bush/Spurgeon block conversion to DT would provide additional incentive toward development and the "goals" of the transit zone effort. These comments were provided during the original approval process without staff response. As always, I remain committed to providing the council with advise and counsel on development, if requested.
