It is respectfully requested that City Council support the Staff Recommended Action to DENY the Appeal [see pictures below, this area has a long history of loitering and illicit activity; this project will invite more loitering and/or become a gathering place for such activity] FACTS: • This project is proposed some 50 feet from single family homes • This area has a long-term history of loitering, drug sales and illicit activity o (its adjacent to the former OC Rescue Mission site on Walnut St) • Project is adjacent to OC General Relief (Social Services) o a place known for significant loitering, many of whom are homeless • Many residents walk past the location of the proposed project: to and from: school, supermarket, laundry, bus stop, etc • Residents spoke out in opposition of the proposed 7-eleven (see one sample email below sent to Planning Commission) PLANNING COMMISSION: In spite of opposition, Planning Commission voted to support the approval of the 7-eleven project to support reuse of this parcel and economic development Planning Commission added two reasonable conditions to mitigate concerns and ensure 7-eleven is a good new neighbor o Part-time security guard (not 24 hours) to avoid loitering, illicit activities and to make it a safe place for the neighbors o Participation with local Neighborhood Association to have open lines of communication with neighbors Note: Applicant's response to providing security measures: • a silent alarm for employees to contact SAPD (in essence security to be paid by local tax payers) • suggested that neighbors deal with safety impacts and placed the burden on residents to have to petition for added safety measures after the fact An additional concern has been presented regarding the size of the gas tanker delivery truck. Given the tight location adjacent to both a busy street and residential neighborhood. Limiting to a single tanker would be more appropriate. My name is Diego Z. I've attended all of the Public Hearings dating back to December 12, 2018 Im unable to attend today's public hearing as I'll be attending my nephews graduation -Samueli Academy. I'm a 23 year resident in the Casa Bonita neighborhood and I do not agree with the construction of a 7-11 on the corner of 1st street and Daisy. Our neighborhood is still fragile and a 7-11 will NOT benefit the community. I'd also like to add that most if not all of the 7- 11's in Santa Ana have a negative stigma. Have you stopped by a 7-11 after hours? Have you considered who's out hanging out at a 7-11 after hours? I don't agree with the construction of a 7-11 on the corner of 1st and Daisy as it will increase narcotic sales, increase crime, and increase traffic jams on an already congested 1st street. In addition, A 7- 11 gas station will be harmful to the residents. There are 25 of these "convenient" stores (seven elevens) within Santa Ana- Santa Ana is currently tied or 3rd with most 7-11 in the whole state of California! #1 Los Angeles (116) #2 Long Beach (26) #3 Santa Ana /Anaheim (25). How many more does our city need? The following are a few pictures that demonstrate the true, real, and valid concerns of residents: 1- Televen on Harbor (a couple of individuals loltering/panhandling) County of Orange General Relief Office — 2020 W. Walnut St (General Relief (GR) is a County -funded program that provides temporary cash aid to eligible indigent adult lawful residents who are ineligible for Federal or State programs.) This has for years been a place for daily loitering.
